This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation may not be issued. This solicitation is issued as a Request for Quotation (RFQ).

This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) June 19, 2019.

SOLICITATION NOTICE OF BEST VALUE SIMPLIFIED ACQUISITION PROCEDURES AND EVALUATIONS

This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127.

EVALUATION IAW FAR 13.106 SIMPLIFIED ACQUISITION PROCUDURS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as a best value evaluation for SDVOSB concerns, IAW FAR Part 13 evaluation for SDVOSB concerns participants having priority. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The U.S. Department of Veterans Affairs, National Cemetery Administration, anticipates the award of IDIQ Firm-Fixed Priced Requirements Contract.

Scope: The contractor shall be responsible for providing complete grounds maintenance services and headstone raise & realign at Machias National Cemetery, and Overseen by Massachusetts National Cemetery.

PRICE SCHEDULE: The Contractor shall furnish all labor, supervision, equipment, materials and supplies necessary to provide complete grounds maintenance services at the Maine Rural Initiative (Machias) National Cemetery located - 1802 Harrington Road, Jonesboro, ME 04648.

POST AWARD CONFERENCE: Prior to commencement of work, contract awardee is required to make an appointment for a conference with the COR and/or Contracting Officer COR to assure that all parties understand all contractual obligations and the role that each party serves.

SITE VISIT: Offerors or quoters are urged and expected to inspect all sites where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect a one or all sites constitute grounds for a claim after contract award. A pre-bid site visit will be held on 01-23-2020. At National Cemetery Administration staff will not be available on site at any other time. The Machias National Cemetery is located at 1802 Harrington Road, Jonesboro, ME 04648. The Cemetery is composed of 3 developed acres. The Cemetery contains the remains of veterans, spouses and dependent children whose graves are identified by upright headstones and columbarium niche covers.

Under this effort, the successful contractor shall be responsible for full management of the Cemetery operations and maintenance as described herein. The Contractor shall submit a detailed performance plan to indicate how the Contractor plans to meet the goals of the Cemetery (for example, performance schedule, interments, frequency of mowing, turf maintenance, irrigation system maintenance, weed eating, blade edging, trimming, plant and tree maintenance, etc.) to the COR and Director for approval.

The Contractor will be responsible for:

Providing all grounds maintenance and interment services including, but not limited to: maintenance of grounds, regular mowing, weed eating, blade edging, trimming, removal of leaves and debris, sweeping or blowing off roads and sidewalks, and trash removal. Services required include:

Turf Maintenance: Proper turf fertilization & weed control, establishment of new turf on gravesites with sod.

Trimming turf around all headstones to the recommended height.

Irrigation system regular maintenance and operation; Plant and tree maintenance, to include mulch beds;

Initial and replacement headstone setting and niche cover setting;
Maintenance of gravesites headstones and re-establishment of turf;

Headstone cleaning and raise and realignment maintenance; Sunken grave repair. Grave excavation and backfilling, interments, and disinterment (casketed and cremains) and re-establishment of turf; Spoils Removal

Snow and ice removal. Placement of flags at gravesites for Memorial Day Services, set up of Avenue of Flags. Provide all tools (to include casket cart and lowering device), vehicles, sod etc. to perform the required duties.

Provide a safe working environment for contractor, as well as, Cemetery staff. Shall reference back to and follow the NCA National Shrine Standards and a copy will be provided by COR.


All services described in the Work Statement, including technical specifications, schedules, addenda, clauses, terms and conditions of the contract shall form the complete scope of work. The period of performance is from date of award through September 30, 2020, with four (4) one-year renewal options. Note Since this is a new cemetery and it is currently under construction, there is an anticipated need for the services in this SOW for some time in the fall of 2019. However, this is subject to change based on the construction and any other unforeseen circumstances.
