The Ogden Air Logistics Complex (OO-ALC), Specialized Contracting Office (PZIMB), intends to negotiate with AAR Aircraft Component Services, on a sole source basis under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source to provide
two (2) F-16 Jet Fuel Starter Test Stands, with all equipment, fixtures, software, manuals, and accessories.
The test stand shall fulfill all operational testing requirements outlined in the Air Force Technical Order 2JA3-57-3.
The contractor shall provide all equipment, adaptors, tools, supplies, labor, and management necessary for the entire design, delivery, installation, and training
.
The contractor shall also be responsible for removing two (2) existing F-16 Jet Fuel Starter Test Stands.
Government use rights for all technical data shall be provided to the United States Air Force upon final acceptance of the test stand.
All specs shall be in accordance to attached SOW.
The solicitation will be posted under the same number FA8224-17-R-0053 on FedBizOps during the month of April 5, 2017 thru May 5, 2017.

Any interested party must have proper licensing agreement from the original equipment manufacturer (OEM) in place; or proof OEM will provide proper licensing agreement 30 days after time of proposal.
In acccordance with FAR 5.207(16)(ii) under the sole source authority at
6.302-1; all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency; the solicitation will b available though a written request please contact Tyler Fitz or James Vaughan.

The Air Force requires one test stand capable of testing the F-16 JFS in accordance with Technical Orders (TO) 2JA3-57-3 (JET FUEL STARTER ASSEMBLY SUNDSTRAND PART NOS. 160001-1100 and 160001-1100A) and 33D4-6-634-1 (JET FUEL STARTER TEST STAND PART NO. ST93151).
A. Deliverables will include: one (1) EA Test Stand. The contract will also contain an option to purchase a second stand.
B. The test stand delivery date will be 52 weeks after award.
C. This acquisition is to replace the current test stand which was purchased in 1986. See Section VIII, paragraph D for other procurement history.
This money is appropriated from FY 17 Capital Investment Program funding, CSN G7TNB2, CCaR OO-1478.
