Review the Proprietary/Confidential Statement instructions. 26 January 202326 January 202326 January 202326 January 202326 January 202326 January 202326 January 2023 Buyer Attachments There are no Buyer Attachments added to this event. 26 January 202326 January 202326 January 202326 January 202326 January 202326 January 2023 Questions Required Questions Group 1.1: General Scope Instructions: 1.1.1 The proposer must have been in business for a minimum period of 3 years and should have verifiable successful experience in providing the range of services specified in this RFP. 1.1.2 If not, describe why or how you may be able to meet this requirement. 1.1.3 Proposer shall be familiar and comply with federal, state, local and/or worldwide governing laws and regulations as applicable to the services proposed. 1.1.4 If not, describe why or how you may be able to meet this requirement. 1.1.5 Successful Proposer shall provide qualified, competent personnel with specified expertise and the ability to provide the required services in a satisfactory manner. 1.1.6 If not, describe why or how you may be able to meet this requirement. 1.1.7 Familiarity with policies that govern academic administrative searches in higher education, including affirmative action and equal employment opportunity requirements, are essential. 1.1.8 If not, describe why or how you may be able to meet this requirement. 1.1.9 The Proposer shall work under the direction of a University designee, subject to applicable work policies, procedures and standards of the University. 1.1.10 If not, describe why or how you may be able to meet this requirement. 1.1.11 Conduct candidate screening to determine acceptability and ability to meet the requirements of the assignment, including but not limited to, skill level, employment history and qualifications prior to submitting a potential candidates list to the University. 1.1.12 If not, describe why or how you may be able to meet this requirement. 1.1.13 Provide a response on a potential candidate list within 5 business days after receipt of initial request made by the University, unless stated otherwise. All information regarding the scope of work/assignment/job description, qualifications, work location and schedule and other relevant information will be provided by the University at the time the initial request is made. 1.1.14 If not, describe why or how you may be able to meet this requirement. 1.1.15 A comprehensive resume, salary rate, mark-up or billing rate and/or applicable conversion rate shall be required for each candidate submitted by the successful Proposer. 1.1.16 If not, describe why or how you may be able to meet this requirement. 1.1.17 Facilitate candidate interviews with University’s Hiring Manager. 1.1.18 If not, describe why or how you may be able to meet this requirement. 1.1.19 The successful Proposer shall be required to furnish periodic reports as requested by the University in a timely manner. 1.1.20 If not, describe why or how you may be able to meet this requirement. 1.1.21 The Proposer’s employees shall conform in all respects with regard to physical, fire andsecurity/safety regulations while on University’s property. 1.1.22 If not, describe why or how you may be able to meet this requirement. 1.1.23 The University shall have the right to terminate the services both with respect to the staff and Proposer, if any of the candidates have been falsely presented or represented. 1.1.24 If not, describe why or how you may be able to meet this requirement. 1.1.25 The successful Proposer shall arrange for background checks, verifications, references, and other investigations, as required, as part of the overall assessment of candidates selected, according to University’s guidelines. Background Checks: Criminal felony and misdemeanor - seven years – unlimited number of counties as revealed by SSN Trace, Education report - highest degree, National sex offender search, SSN trace, Widescreen plus national criminal search, Seven-year employment history - up to two employers. Fingerprint Checks: The finalist for a security or safety-sensitive position at a university that is under the jurisdictions of the Arizona Board of Regents shall be fingerprinted as a condition of employment. The finalist shall submit a full set of fingerprints to the university for the purpose of obtaining a state and federal criminal record check pursuant to ARS 15-1649 § 41-1750 and Public Law 92-544. Current Arizona fingerprint clearance cards will be accepted. 26 January 202326 January 202326 January 202326 January 202326 January 2023 1.1.26 If not, describe why or how you may be able to meet this requirement. 1.1.27 Proposer shall provide a detailed written report on each of the individual finalists. Standard background check results should be provided within 7 days from the time of request. The report should be sufficient to identify any potential concerns with the finalist’s background and credentials. The University reserves the right, at its discretion, to request from supplier relevant documentation as required. 1.1.28 If not, describe why or how you may be able to meet this requirement. 1.1.29 The Proposer may be asked to assist in contract negotiations with the finalist(s) for the position. 1.1.30 If not, describe why or how you may be able to meet this requirement. 1.1.31 By written agreement between the Proposer and the University, certain work-related activities may be performed off-site. 1.1.32 The awarded Proposer shall provide a complete portfolio of managed services, leveraging the use of innovative technology that is effective, scalable and flexible. 1.1.33 If not, describe why or how you may be able to meet this requirement. 1.1.34 Workdays are typically eight (8) hours plus one hour for a meal break, with the possibility of work hour modifications for specially arranged circumstances, as determined by the University 1.1.35 A Work Week is generally forty (40) hours in length from Sunday midnight till the following Sunday midnight. The University will not pay premium/overtime rates for work beyond forty (40) hours in a Work Week, unless approved in advance by the University and prior to work performed. 1.1.36 Selected candidates for hire will generally adhere to the University’s holiday schedule. 1.1.37 The University is not responsible for parking arrangements and parking fees for any personnel furnished by the successful Proposer, when performing work on-site at University’s property. Group 1.2: Temporary-to-hire services/Staff augmentation Instructions: 1.2.1 Proposer’s employees shall be employed by or under contract with the Proposer, at thetime of any specific work assignment to the University. 1.2.2 If not, describe why or how you may be able to meet this requirement. 1.2.3 No work shall be performed until a Purchase Order is issued to the awarded Proposer. 1.2.4 Proposer is solely responsible for complying with all local laws including tax and payroll. 1.2.5 If not, describe why or how you may be able to meet this requirement. 1.2.6 Proposer is solely responsible for all remuneration owed to its employees including but not limited to salaries, wages, bonuses, taxes, insurance, employee benefits as applicable to local governing laws. 1.2.7 If not, describe why or how you may be able to meet this requirement. 1.2.8 Actual hours of work performed by Proposer’s employees must be approved by the University and itemized invoices submitted in order for payment to be made. 1.2.9 There are specific skills and roles that the University may desire to fill via staff augmentation. The skills and roles will be identified on an as needed basis, depending on the identified project or need. 1.2.10 The length of assignments will vary. At the conclusion and/or termination of the assignment, the successful Proposer’s employee(s), shall return all University property, if within their possession, to the University’s requesting department prior to departing. If such items are not returned to the University within five (5) working days, the Proposer shall be responsible for the exact replacement cost within fourteen (14 days) of the invoice. 1.2.11 If not, describe why or how you may be able to meet this requirement. 1.2.12 The Proposer’s employee(s) is/are not eligible for any benefits as provided to University’s employees. 1.2.13 Upon completion or termination of temporary staffing assignments, the Proposer shall be responsible to communicate and terminate assignments with the respective personnel. The University shall provide prior notice to the successful Proposer in a timely manner. 1.2.14 If not, describe why or how you may be able to meet this requirement. 26 January 202326 January 202326 January 202326 January 202326 January 2023 1.2.15 If, in the sole discretion of the University’s requester, the successful Proposer’s personnel are deemed incompetent or negligent (based on the individual's inability to perform the assigned task or engagement in misconduct), the University shall have the right to affect immediate termination and will inform the successful Proposer accordingly. The University shall not be liable for any damage or cause of action arising out of the dismissal. 1.2.16 If the University elects to terminate any temporary worker services, the University shall be responsible for payment of actual work hours performed. 1.2.17 In the event Proposer’s employee(s) is terminated or leaves prior to completion of assignment, it is the responsibility of the Proposer to replace the employee(s), at the directive and acceptance of the University and at no cost. 1.2.18 If not, describe why or how you may be able to meet this requirement. 1.2.19 The successful Proposer’s personnel may be required to sign confidentiality agreements depending on the nature of the access privilege granted. 1.2.20 If not, describe why or how you may be able to meet this requirement. 1.2.21 Proposer’s personnel shall not operate university-owned vehicles. 1.2.22 The successful Proposer shall be responsible for on-going employee training programs to keep Proposer’s personnel abreast of University’s policies, federal and state laws, industry standards and developments. 1.2.23 If not, describe why or how you may be able to meet this requirement. 1.2.24 Proposer shall administer periodic performance evaluations for each Proposer’s employee provided under this contract. 1.2.25 If not, describe why or how you may be able to meet this requirement. 1.2.26 Work with University’s Hiring Manager to transition temporary workers to University’s payroll, if University elects to hire Proposer’s personnel. 1.2.27 If not, describe why or how you may be able to meet this requirement. Group 1.3: Additional Specifications for Staff Augmentation for IT services Instructions: 1.3.1 It is the desire of the University to approve successful proposers with resource capabilities for the desired skill set and roles in advance of the actual need. 1.3.2 All candidates are required to have completed OWASP or other secure web application development training and must demonstrate best coding practices, secure coding, quality assurance, solid change management practices, and ability to write functional/technical specifications as required. 1.3.3 If not, describe why or how you may be able to meet this requirement. 1.3.4 The University is open to resources being onsite or remote and would like to see pricingmodels for each. 1.3.5 If not, describe why or how you may be able to meet this requirement. 1.3.6 If your proposal is selected, and the University has a need for such services, you will berequired to provide a resume for each candidate within 72 hours. 1.3.7 If not, describe why or how you may be able to meet this requirement. Group 1.4: Direct Hire Placement Services Instructions: 1.4.1 Provide high-quality candidates for varied positions including executive positions with effective search strategies. 1.4.2 If not, describe why or how you may be able to meet this requirement. 1.4.3 Work with the selected candidate to ensure seamless onboarding to University and facilitate communications with rejected candidates. 1.4.4 If not, describe why or how you may be able to meet this requirement. Group 2.1: Company Overview and Experience Instructions: 2.1.1 Please describe the full line of services proposed including services offered nationwide and globally. Please indicate if the services provided are through a branch office or third party. 2.1.2 Please provide evidence of having placement experience (temp to hire, staff augmentation etc.) history for the past three (3) years. Please provide details in support of each placement type where applicable. 2.1.3 Please provide three (3) references which have contracted with you in the past two years for similar services as requested in this RFP. 26 January 202326 January 202326 January 202326 January 202326 January 2023 2.1.4 Please provide your Company’s official registered name, corporate office location, other locations across the country and globally, a brief company history, ownership, organization and year established. 2.1.5 Please demonstrate your capability on resources dedicated to service this account; specifically, at least one qualified lead contact, number of employees and where they are geographically located, qualifications, experiences and responsibilities. 2.1.6 Please provide a statement documenting all open or pending litigation initiated by Proposer or where Proposer is a defendant or party in any litigation that may have a material impact on the Proposer’s ability to deliver the contracted services. Group 2.2: General Qualifications Instructions: 2.2.1 Please discuss your experience with International hiring services which includes but not limited to: i.A robust global compliance program/platform to navigate the complexities of international hiring processes. ii.Familiarity with varied and nuanced labor laws and regulations. iii.Formal employment contract development and timely execution. iv.Protocols and procedures for payroll services, employee benefits etc. v.Strategies on cohesive cross-cultural alignment. 2.2.2 Discuss your research methodologies and candidate research skills. 2.2.3 Describe your methods on candidate vetting and interview procedures. 2.2.4 Please describe in detail your verification process, background and reference checks. 2.2.5 Demonstrate your success in recruiting a highly diverse pool of qualified candidates. What sets you apart from the competition? 2.2.6 Define your strategy in keeping up with changes in order to provide the appropriate resources when needed. 2.2.7 Describe the type of positions your company offers by category (e.g., Executive, Professional/Management, Administrative Support and Clerical, Academic, General Services, Information Technology, Accounting, Health Sciences/Medical School, Technical etc.) and the services available (e.g., Temp to Hire, Staff Augmentation, Direct Hire Placement etc.) 2.2.8 Please state first choice and second choice placements as a percentage over the total number of candidate offerings. 2.2.9 Do you have arrangements with any organization in which you have agreed not to approach that of the organization’s employees? 2.2.10 Please discuss your onboarding process, workplace readiness and timeliness of communication with the University. 2.2.11 Please address compliance on accessibility including verified assistive technologies and applications. 2.2.12 Please propose Key Performance Indicators to track and quantify success. 2.2.13 Please provide reporting formats that will be utilized, which includes but not limited to, adetailed staffing report and reporting frequency. 2.2.14 Describe and provide illustrations on your information systems and capabilities that may be used to effectively support the proposed services. 2.2.15 Please describe Other Employee Services or Value-Added Services beyond the specific scope of this RFP, that you are willing to offer. Group 2.4: Direct Hire Placement Services Instructions: 2.4.1 Please outline pertinent information on selective placement factors e.g. retention term requirements with agency prior to direct onboarding with the University, restrictions on movement of employees during retention term period etc. 2.4.2 How are you uniquely positioned to provide candidates for highly successful executive positions? Proposers who have audited financial statements are to provide the following: Audited financial statements for the two (2) most recent available years. Option B. Proposers who might not have audited financial statements are to provide the following: It is preferred that audited financial statements for the two (2) most recent available years be submitted. However, if not available, provide a copy of firm’s two (2) most recent tax returns or compiled financial statements by an independent CPA. Group 3.1: Financial Proposal Instructions: 3.1.1 Please review the attached and provide your response(s) to sections that are applicable to your proposal. Group 4.1: Sustainability Questionnaire Instructions: 4.1.1 Proposer to indicate whether your business is classified as a Small Business or Large business. 4.1.2 Proposer to complete the attached Sustainability Questionnaire - Small Business document. 4.1.3 Proposer to complete the attached Sustainability Questionnaire - Large Business document.
