This pre-solicitation notice, in accordance with Federal Acquisition Regulation (FAR) 5.204, is posted by the Fleet Logistics Center Jacksonville (FLC-J) to announce the intention to issue a Request for Proposal (RFP)for non-personal services contract for the maintenance and operation of multiple service craft, watercraft, boats, wave runners, trailers, and Naval Diving and Salvage Training Center (NDSTC) salvage equipment to include ships husbandry projects, salvage hulk, salvage related tools, and yellow gear. In addition, the Contractor shall manage port operations and waterfront administration in support of NDSTC support for Center of Explosive Ordinance Disposal and Diving (CENEODDIVE). PROPOSALS are not required in response to the PRE-SOLICITATION notice. This will be a Single Award solicitation 100 percent set-aside for Small Business companies using Full and Open Competition after exclusion of sources procedures under FAR 6.206. SCOPE OF WORK: The Solicitation is designed to
address the need for the Contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform service craft operations and maintenance support at Naval Diving and Salvage Training Center (NDSTC), Naval Support Activity Panama City (NSA PC), FL as defined in the DRAFT Performance Work Statement (PWS) except for those items specified as Government furnished property and services. Functions task and responsibilities for include qualifications for 200 Gross Register Tons (GRT) and 25 GRT Masters; Duty and Apprentice Engineers; Able Seaman; Ordinary Seaman; Small Boat Coxswains; and Outboard Mechanics. The Contractor shall be responsible for providing a sufficient number of experienced and qualified employees to safely operate the various craft identified by this contract while meeting all USCG requirements and not restricting operational and maintenance requirements identified herein. The Contractor shall perform scheduled and unscheduled maintenance and repairs simultaneously to the craft, small boats, jet skis, trailers, salvage equipment, and training projects to ensure mission readiness on a 24-hour a day basis. The Contractor shall comply with all applicable laws, regulations, including but not limited to Federal Law, Florida State Law(s), Occupational Safety, Health Administration (OSHA) regulations, Navy, and installation regulations. The scope spans many areas of expertise and includes service categories required to formula tea total solution for performance- based requirements. PERIOD OF PERFORMANCE: The contract period of performance will be for a base period of 12-months (2022-2023) and include four (4) options (2023-2027) of twelve (12) months each, with a possible 6 month extension, if required. The period of performance shall be for one (1) Base period of twelve (12) months and four (4), 12-monthoption periods. The Period of Performance reads as follows: Transition Period 9 July 2022 - 8 August 2022 Base Year 9 August 2022 - 8 August 2023 Option Year I 9 August 2023 - 8 April 2024 Option Year II 9 August 2024 - 8 August 2025 Option Year III 9 August 2025 - 8 August 2026 Option Year IV 9 August 2026 - 8 August 2027 FAR 52.217-8 9 August 2027 - 8 February 2027 PLACE OF CONTRACT PERFORMANCE: The work to be performed under this contract will be performed at the following location: Naval Diving Salvage Training Center 350 South Crag Road Panama City, FL 32407 NAICS CODE: The North American Industry Classification System (NAICS) code for this procurement is 336611 Ship Building and Repairing Services with a size standard of 1250 employees. SET-ASIDE: This notice is to conduct 100 Percent Total Small Business Set-Aside. OTHER: The solicitation will be available on or about April 4, 2022 which is subject to change. The due date for receipt of proposals will be stated in the solicitation. The solicitation will only be available for download through the Government Point of Entry website at www.SAM.gov.
