Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).Nature and/or description of the action being approved.This action will award a firm fixed price purchase order, on a sole source basis, to nVision Solutions Incorporated, 88360 Diamondhead Drive East, Diamondhead, MS 39525, to acquire commercial off-the-shelf (COTS) components and repair of existing items for use at the Navy Experimental Diving Unit (NEDU). This equipment is required for upgrading hyperbaric test equipment, facilities atmospheric control, life support and physiological
systems.A description of the supplies or services required to meet the agency's needs. (including the estimated value). The contract effort is to acquire the following:Parts are listed on the justification attached.This acquisition will be conducted using simplified acquisition procedures with a total estimated value of $33,825.65. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY2023 Operation and Maintenance, Navy (OMN) funds.Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service.10 U.S.C. 2304(c)(l) [10 U.S.C. 3204(a)(l)], Only one responsible source and no other supplies or services will satisfy agency requirements.This procurement is sole source for the following reasons. The equipment listed above is only available from NVision Solutions Incorporated.                   NEDU uses various data loggers that provide remote and local capabilities for collecting temperature, pressure and depth information from in water diver test subjects and can interface with other NEDU Data Acquisition System (DAS).Using these data loggers, virtually any collection of data from active in water divers can be accommodated and routed to the DAS. NVision provides reliable, cost effective, and modular, polyurethane encapsulated components and connectors that have been developed over many years for use in any test or measurement environment. For over twenty five years, these components have become NEDUs' defacto standard connectors used during our diving researchprotocols. NVision polyurethane moldings and connector components make up the core of our data collection system. NVision is the sole source provider of these type polyurethane component assemblies and connectors for NEDUs' data collection platforms and systems. Other manufacturer's connectors are not compatible with the established NVision components and connector in use at NEDU.A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-l(b).The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs.A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.For the reasons specified in paragraph 4 above, NVision Solutions Incorporated is the only source that can meet the Government's needs. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. Those contractor employees who take leave shall not direct charge the non-working hours to the contract.  Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, or closings in accordance with the FAR, applicable cost accounting standards, and the company’s established policy and procedures.
