The FMS Customer has identified a need to PEO STRI for training maintenance personnel on the M1A2 Tank.  This effort will provide two (2) M1A2 D/T Maintenance Trainer Classrooms to both train soldiers upon initial entry and transition to M1A2 Maintenance units.  The M1A2 D/T Maintenance Trainer Classrooms will support the training strategy by assisting the transition from classroom training to the actual M1A2 Tank equipment, and provide a null risk environment to train the operation of the equipment through practice of critical operating tasks.  The M1A2 D/T Maintenance Trainer Classrooms must provide realistic and challenging training.REQUIRED CAPABILITIESThe Government requires two (2) M1A2 D/T Maintenance Trainer Classrooms and Instructor/Operator (I/O) and Maintenance Training Courses.  The intent of this SSN is to assess the state-of-the art of the technology available in military vehicle training products that could be applied to meet these requirements.  The Government
envisions a solution for the M1A2 D/T Maintenance Trainer Classrooms that includes the following operational and program requirements:(1) M1A2 D/T Training System RequirementsThe M1A2 D/T Maintenance Trainer will train the critical skills required to qualify M1A2 organizational and direct support maintenance technicians.  The trainer will support individual skill development in M1A2 turret/hull familiarization, system operation, fault symptom discernment, fault diagnosis, troubleshooting, and component removal/replacement. The Organizational Maintenance (OM) lessons will use actual vehicle technical manuals and supporting test equipment to maximize trainer realism and effectiveness.Direct Support (DS) level lessons will provide individual training in the setup and operation of the Direct Support Electrical System Test Set (DSESTS) equipment, and the diagnosis and repair of major M1A2 system Line Replaceable Units (LRUs).  The direct support lessons will use the actual DSESTS technical manuals and diagnostic software.Interactive Two Dimensional (2D) and Three Dimensional (3D) environments hosted on Commercial Off-The-Shelf (COTS) computers with the most current Windows operating system are required.  Computer input will be made via touch screen and/or keyboard/mouse.  The training system will not utilize operational equipment and/or components.  The virtual environment will provide a complete simulation of actual equipment that responds to student interactions. Each MIA2 D/T Maintenance Trainer student station will have two displays, one to provide a 3D view of the tank that allows navigation of the student’s viewpoint in and around the virtual tank, and the other monitor to provide a 2D view for the student to interact with an LRU.  There will be twelve (12) student stations per classroom. An instructor station that allows the device to be powered up and permits the initiation of lessons is required.  The instructor station will allow the instructor to monitor, record, score, and store the performance of students on all tasks, as well as evaluate the student's knowledge of the system's functioning theory.Training in troubleshooting, diagnosing, and fault isolating of the tank turret, hull and fire control systems utilizing the Self-Test (ST), Built‐In‐Test (BIT) and Fault‐Isolation‐Test (FIT), M1A2 Embedded Diagnostics (ED), and DSESTS are required. The M1A2 D/T Maintenance Trainer hardware and software will support the tank’s Theory of Operation, Normal Operations, General Maintenance, Troubleshooting and DSESTS Tasks.  The virtual models and software will support the tank behaviors and functionality described in the M1A2 Technical Manuals (TMs) work packages. The M1A2T TMs will be provided as Government Furnished Information (GFI) to support this effort.(2) Two (2) M1A2 D/T Maintenance Trainer Classroom Instructor/Operator (I/O) and Maintenance Training Courses will be conducted.  The I/O portion of the course will be four (4) days in length.  The Maintenance portion of the course will be conducted in one (1) day.  Up to ten students will be trained in each course for (8) hours per training day.ELIGIBILITYThe applicable North American Industry Classification System (NAICS) code for this requirement is 611420 “Computer Training”.  The Small Business Size Standard is 1,000 employees.  The Product Service Code (PSC) is U099,”Education/Training”.SUBMISSION DETAILSInterested businesses should submit a brief capabilities statement package demonstrating ability to provide the products/systems described in the REQUIRED CAPABILITIES paragraph above.Your response to this SSN should be electronically submitted to the Contract Specialists, Roberto Montañez via email Roberto.c.montanez.civ@army.mil and Janet Maldonado via email janet.maldonado.civ@army.mil with a cc: to the Assistant Program Manager, Tamara Middleton at tamara.l.middleton.civ@army.mil, no later than 3:00 p.m. (Eastern Standard Time) on ____date needed_________ and reference this synopsis number in the subject line of the e-mail and on all enclosed documents.  Information and materials submitted in response to this request WILL NOT be returned.  DO NOT SUBMIT CLASSIFIED MATERIAL.Written responses to this SSN should consist of the following:Your firm's degree of familiarity and specific experience with implementation of training solutions to meet the training requirements.A tailored capability statement addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability.A statement indicating if your firm is a large or small business (if small, please indicate any applicable socio-economic status) under NAICS 611420.If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. An itemized Rough Order of Magnitude (ROM) cost for the requirements listed in the REQUIRED CAPABILITIES paragraph above.Proof of production, fielding, and training of military vehicle training products is required (i.e. contract #, customer Point of Contract (POC) information, locations fielded, and quantities fielded etc.).All data received in response to this SSN that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.NOTE: If you are a small business interested in being the prime Contractor for this effort, please be advised that the FAR 52.219-14 Limitations on subcontracting clause has changed.  Deviation 2019-O0003 is now in effect which adds the definition of "Similarly Situated Entity" and changes the 50% calculation for compliance with the clause.  Small business primes may now count "first tier subcontracted" work performed by similarly situated entities as if it were performed by the prime itself.  Please read the full text of the clause deviation 52.219-14 Class Deviation 2019-O0003 dated 5/3/2019 at http://farsite.hill.af.mil/vmfara.htm).If you are a small business interested in being the prime Contractor for this effort and plan to utilize "similarly situated entities" to meet the Limitation on Subcontracting, please identify the name & CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements, as well as their small business size status under the NAICS that you as the prime Contractor would assign for their workshare.  Information regarding any planned similarly situated entity should be included in answering any questions outlined in the SSN in order to assist the Government's capability determination.
