Justification for other than full and open competition Rural Virtual Public Involvement (VPI) Research Synthesis and Application study.

The Western Federal Lands Highway Division (WFLHD) of the FederalHighway Administration (FHWA) is contracting for a research study to identifythe barriers and opportunities for virtual public involvement in ruralcommunities. This study is meant to investigate the unique challenges andopportunities for VPI for rural communities, identify existing tools andpractices from around the United States to address these issues, and disseminatefindings to those engaged in rural public involvement, including public, private,and non-profit groups.The study is meant to synthesize and disseminate existing research and practicesand not necessarily develop new VPI
