RFP Overview Application Deadline: April 19, 2024 Eligible Applicants: Local agencies and organizations Project Duration: May 1, 2024, to Dec. 31, 2024 Funding Focus: The funding is intended to support activities that address and promote access to health care resources, public assistance programs, and healthier environments for those disproportionately impacted by the COVID-19
pandemic. Once the funding is awarded, there is no additional funding available for this project. Project Goals The Marathon County Health Department seeks proposals that contribute to the following goals: Reduce health disparities among underserved populations in Marathon County, focusing on Marathon County’s key health priority of mental health A focus on collaboration or coalition building among key stakeholders with strategic intentions and a sustainability plan to support the community long-term Implementation strategies are to be grounded in best-practice at the policy, systems, and/or environmental change level of intervention (i.e. direct therapy services are not permissible). Eligible Activities This RFP is made possible through Coronavirus State Fiscal Recovery Fund and the Coronavirus Local Fiscal Recovery Fund and is in alignment with the Local and Tribal Health Department Scope of Work provided to the Marathon County Health Department. The intent of this project is to provide care to those impacted disproportionately by COVID-19 or to address disparities that have been exacerbated by the pandemic. RFP activities would include at least two of the following: Convening key stakeholders to address suicide prevention and mental health strategies Workgroups convened to address the needs of youth mental health in Marathon County Coalition building to provide sustainability and strategic planning for ongoing prevent suicide and mental health access work within Marathon County Activities may include collaboration meetings, workgroups, education sessions, discussions between youth and adults, including, but not limited to Question Persuade Refer Trainings (QPR), educational mental health resources for parents and adults, among others Instructions Proposals shall be received by email on 4:30 P.M. on April 19, 2024. Target population must be a population disproportionately impacted by COVID-19, and within Marathon County. A project description regarding the specific two activities chosen, how they would be accomplished, and they would be evaluated for success. A budget proposal specifying how the funds will be utilized to support the proposed activities. A timeline for project implementation. Evaluation Marathon County Health Department will conduct a comprehensive, fair and impartial evaluation of the proposals. The Health Department will first screen all proposals submitted according to the minimum qualifications. Each responsive proposal will then be evaluated, and selection will be made on the basis of the criteria listed below: Activities chosen are within parameters as specified above (25 points) A detailed budget proposal (25 points) Timeline of implementation or a brief outline on evaluation and sustainability plans (25 points) Description of the target population and geographic areas to be served (20 points) Reference Letter (5 points) Marathon County may conduct interviews and/or discussions with one or more organizations. Once these interviews and discussions are completed, the award will be made to the top-ranked organization(s), and others will be advised of the decision. Proposals will remain confidential until the organizations have been selected. Marathon County reserves the right to reject, in whole or in part, any and all proposals, to waive any informalities, and to accept the proposal determined to be in the best interest of the County, taking into consideration past performance and the evaluation factors set forth in this Request for Proposal. A request for proposals or other solicitation may be cancelled, or any or all proposals may be rejected in whole or in part as may be specified in the solicitation, when same is in the best interests of the County. Proprietary Information It is the intention of Marathon County to maintain an open and public process in the solicitation, submission, review, and approval of procurement activities. Proposal records may not be available for public inspection prior to the award of a contract. Any proposals submitted in conjunction with this Request will become a public record and open for complete public inspection. If there are confidential or proprietary sections of proposals, which should be exempted from this requirement, it shall be the burden of the proposer to clearly identify such information. In the event of a public records request, it shall be the burden of the proposer to establish that such materials are exempt from disclosure under Wisconsin Public Records law. The proposer shall be responsible for providing all necessary legal support relative to any nondisclosure and for defending Marathon County in the event nondisclosure is challenged. In the event Marathon County becomes involved in litigation due to the proposer’s refusal of permission to release information identified as confidential or proprietary, the proposer agrees to indemnify, defend, and hold harmless Marathon County for any costs associated with said litigation and/or appeal, including any and all required attorneys’ fees and any award for damages. Terms and Conditions Any contract resulting from an agreement between Marathon County and the successful offeror shall include provisions necessary to define the responsibilities and rights of the parties. The following contractual conditions shall be included in any resulting agreement: The proposer shall agree to comply with all applicable federal and state laws, orders, and regulations relative to non-discrimination. The agreement shall address indemnification and limitations on liability, and, to the fullest extent of the law, the Proposer shall indemnify and hold harmless Marathon County against any suits, actions, damages, liabilities, losses, interest, attorneys’ fees, costs, and expenses of any kind arising before, during, or after completion of the agreement that is directly or indirectly caused or contributed to in whole or in part by reason of any act, omission, fault, or negligence of proposer. The agreement shall require proposer to provide applicable insurance for work The agreement shall specify that provisions of the contract are The proposer shall agree to not assign its obligations under the contract without prior written consent of Marathon County. The agreement shall specify that the applicable governing law of the parties’ contract be the laws of the State of Wisconsin. The agreement shall indicate that proposer understands and acknowledges that Marathon County is subject to the Public Records Law of the State of As such, proposer shall agree to retain all records as defined by Wisconsin Statute §19.32(2) applicable to the Agreement for a period of not less than seven (7) years after the termination or expiration of the Agreement. Proposer shall agree to assist Marathon County in complying with any public records request that the County receives pertaining to the Agreement. Additionally, Proposer shall agree to indemnify and hold harmless the County, its elected and appointed officials, officers, employees, and authorized representatives for any liability, including without limitation, attorney fees related to or in any way arising from Proposer’s actions or omissions which contribute to Board’s inability to comply with the Public Records Law. What is the expected funding range, in terms of dollar amounts, for this initiative? The county is seeking the lowest competitive bid in relation to the services provided. 3. How much staff is required for this bid? There is no minimum staffing requirement for this bid. 4. What “local agencies” are you looking at? Do you mean agencies within the county, state, or nation? Local agencies include organizations that are able have a physical presence within Marathon County when providing the services outlined.
