The purpose of this amendment to the solicitation is to submit the following documents: Answers to vendor questions dated 6/26/2023Attachment 3 – Pricing Worksheet – Revision 1The Mission and Installation Contracting Command - Fort Eustis (MICC-Fort Eustis) is issuing this Request for Proposals (RFP) for the U.S. Army Fires Center of Excellence (FCoE), Directorate of Training and Doctrine (DOTD) Modernization Training Developers Requirement. The Government will award a single Firm Fixed Price contract with a sixty (60) day phase-in with a ten (10)-month base period, four (4) one (1)-year option periods and up to a six (6) month extension in accordance with FAR 52.217-8 to an eligible Small Business company. All work is to be performed in accordance with the Performance Work Statement. The designated North American Industrial Classification System (NAICS) code for this acquisition is 541990 (All other Professional, Scientific, and Technical Services) and the small business size
standard is $19.5 million. This requirement is for the development of Programs of Instruction (POI) for Long Range Hypersonic Weapon (LRHW) and Mid-Range Capability Weapon (MRC) training for Field Artillery Officers (13A), Targeting Officers (131A), Fire Control Specialists (13J), and MLRS crewmembers (13M). Recent Doctrine Organization Training Materiel Leadership & Education Personnel and Facilities (DOTMLPF) changes introduced by the Army have necessitated a reorganization of training for several Military Occupational Specialties. This has created a need for revising or creating associated courseware. The Contractor shall possess the skills and ability to develop Army and TRADOC-compliant curriculum. POIs will be built in the Army database for training development capability (TDC) and approved through the FCoE DOTD to FA Commandant to address the Army’s needs for MRC and LRHW training.See attached PWS and RFP documents for more details. All offers shall be provided as specified in the solicitation. It is required that all contractors doing business with the Government be registered with the System for Award Management at http://www.sam.gov.
