Description The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with RMEL, formerly the Rocky Mountain Electrical League under the authority of FAR 13.106-1(b)(1), soliciting from a Single Source, for annual membership to RMEL. WAPA has been a member of RMEL over the past decade. Dedicated to fostering a thriving community of electric energy professionals, RMELs 300 corporate members share ideas, techniques and programs to better serve the industry and its customers. The association is only focused on education for utility personnel. RMEL membership also provides access to a diverse community of utilities and service companies. RMELs community is comprised of companies and individuals that are leaders of the industry. RMEL provides resources and 30 annual events to benefit members of the utility industry. Content is designed to help attendees and members feel productive and knowledgeable as they get back to work armed with
practical takeaways. Continuing education credits are given at each event, and members can even bring an RMEL event to their location. Events are focused on topics like plant management, public policy, the Smart Grid, power supply planning and projects, finance, system operations, generation, growth, OSHA, renewable technologies, safety, transmission, reliability, overhead and underground distribution, workforce issues, keeping rates low, giving back to the community, NERC/FERC, transmission line design, IT, grounding, arc flash, sustainability, customer service, green building, substation design, distribution line design, health, energy efficiency, security, management, customer service, government regulations, engineering and many other top concerns for the electric energy industry. The Government intends to acquire membership access using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. WAPA has not identified any other association that can provide electrical utility based information to meet the needs of the agency. RMEL membership is an important WAPA mission requirement given the access to subject matter experts, peers, current industry information, and events it provides. The North American Industry Classification System (NAICS) code for this acquisition is 813920, and the size standard is $23.5M. The base period of performance is for one year, with four (4) one (1) year option periods, beginning February 1, 2024. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publically issued. In accordance with FAR 5.207, all responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received within five (5) calendar days after date of publication of this notice and shall include documentation on ability to satisfy the Government’s requirements. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If WAPA identifies no other capable sources by December 28, 2018, WAPA will issue a firm-fixed price purchase order on or about January 1, 2019 to RMEL. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
