SynopsisSolicitation # 9531BM20Q0030 Solicitation:9531BM20Q0030Agency/Office:National Transportation Safety BoardLocation:Acquisition and Lease Management DivisionTitle:Continuity of Operations Plan (COOP) Re-Engineering Restructuring Contractor SupportCOMBINED  SYNOPSIS/SOLICITATIONThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The NTSB will acquire COOP contractor support to draft and facilitate annual FEMA National Level Exercises (NLE) and other tasks to support the NTSB COOP Program.This Request for Quotations (RFQ) will result in establishment of one (1) firm-fixed  price (FFP) purchase order with a base year and four (4) consecutive option years. Award will be made to the Offeror whose quotation conforms to
the RFQ and represents the best value based on an evaluation of price and non-price factors. The solicitation number for this requirement is 9531BM20Q0030. This solicitation is issued as a Request for Quotations (RFQ).This requirement is issued as a 100% small business set aside. The associated NAICS code:  541611, Administrative Management and General Management and PSC Code: B551 Special Studies/Analysis. The small business size standard is $16.5 million.BACKGROUNDThe National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- highway, marine, railroad, and pipeline -- and issuing safety recommendations aimed at preventing future accidents.DESCRIPTION OF REQUIREMENTThe NTSB has completed a COOP Business Process Analysis (BPA), Business Impact Analysis (BPA) and Risk Analysis Report that meets requirements of the Federal Continuity Directive (FCD-1 and FCD-2).  NTSB candidate Primary Mission Essential Functions (PMEFs), candidate Mission Essential Functions (MEFs), and Risk Analysis have been identified and completed.Objectives: The NTSB has an existing Continuity of Operations (COOP) Program which must be redeveloped and restructured into a comprehensive plan that meets all requirements of Presidential Policy Directive 40 (PPD-40) and the Federal Continuity Directive (FCD-1 and FCD-2). The NTSB will acquire COOP contractor support to draft and facilitate annual FEMA National Level Exercises (NLE) and other tasks to support the NTSB COOP Program.DELIVERABLESThe NTSB has an existing Continuity of Operations (COOP) Program which must be redeveloped and restructured into a comprehensive plan that meets all requirements of Presidential Policy Directive 40 (PPD-40) and the Federal Continuity Directive (FCD-1 and FCD-2).The NTSB will acquire COOP contractor support to draft and facilitate annual FEMA National Level Exercises (NLE) and other tasks to support the NTSB COOP Program.BASIS FOR AWARDThe Government may award one (1) firm fixed-price contract to the responsible contractor whose contract quotation that conforms to the solicitation, will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government.All responsible sources may submit a capability statement,  responses to technical criteria, and pricing, which shall be considered by the NTSB.Review Attachments which are attached hereto and incorporated herein for a detailed description of this requirement.CLAUSES AND PROVISIONSReview Standard Form (SF 1449) which is attached hereto and incorporated herein for to review the applicable clauses and provisions of this requirement.SUBMISSION OF QUOTATIONYour proposal with supporting documents must be received no later than 5:00 p.m., Eastern Standard Time (EST), on  September 10, 2020.  LATE  QUOTES  MAY  NOT  BE  CONSIDERED  in accordance with Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors - Commercial Items.Offers shall be transmitted via email to: Jacqueline M. Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit.
