At the time of this solicitation, SCAG’s current federal cognizant agency is Federal Transit Administration (“FTA”); and/or TASK 2: SUB-RECIPIENT RISK ASSESSMENT SERVICE Perform risk assessment of SCAG Sub-Recipients in accordance with SCAG’s Sub-Recipient Monitoring Policies and Procedures, as well as in compliance with 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principals, and Audit Requirements for Federal Awards) for federally funded subaward projects; and/or TASK 3: REVIEW AND VERIFICATION OF PERSONNEL, FRINGE BENEFITS AND INDIRECT COSTS RATES PROPOSED BY SUB-RECIPIENT, AND ADDITIONAL REVIEW OF INDIVIDUAL COST ITEMS FOR FIXED AMOUNT SUB-AWARDS Perform review of personnel, fringe benefit and indirect cost rates proposed by Sub-Recipients to ensure that the personnel hourly rates are reasonable, and the fringe benefit and indirect cost rates are prepared in accordance with the applicable regulations including but not limited to 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principals, and Audit Requirements for Federal Awards). Further, for fixed amount subaward, costs of other direct costs including third party contracting costs will be reviewed and verified for fairness and reasonableness. All the services are required for SCAG to primarily meet the compliance requirements with federal and/or state grantors. It is critical for SCAG to meet these compliance requirements to secure existing and seek additional funding sources to perform various transportation planning activities in the region. Qualified Consultants or Firms may bid for one (1), two (2) or all three (3) Tasks indicated above. The proposals will be evaluated for each Task separately.
