SummaryThe Project will install native plantings, irrigation, and multi-use trails within an open space preserve creek corridor along sections of Elder Creek and Gerber Creek. The Project will install native plantings over approximately 29.5 acres, an irrigation system, approximately 1,685 feet of paved bicycle path, and all other work specified on the plans and in the specifications. The Project creek sections will be landscaped as a natural riparian corridor by planting native trees, shrubs, wetlands, and grasses within the creek bottom, along the channel banks, and surrounding uplands. The Project includes a minimum 5-year monitoring period that begins after plant installation.The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily

complete the Project, as more specifically described in specifications. This Work will be performed in strict conformance with the specifications, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the County.1.2. BackgroundThe North Vineyard Station Specific Plan (NVSSP) Drainage Master Plan includes channel improvements to Elder and Gerber Creeks starting approximately one half-mile west of Elk Grove-Florin Road, extending upstream past Florin Road on Elder Creek and upstream to Gerber Road just past Bradshaw Road on Gerber Creek. The Drainage Master Plan calls for these creeks to be deepened and widened. The Section 404 United States Army Corps of Engineers Permit (Permit) for the channel work requires the creation of an open space preserve to include upland buffer within the channel corridors. The improvements will allow for the gravity drainage of future storm drain pipes and are designed to protect future developments from the impact of a 100-year flood.The NVSSP Drainage Master Plan channel improvement construction is occurring in phases over multiple years. Developers and DWR constructed several phases of Elder Creek and Gerber Creek improvements in the summers of 2016 thru 2018, and 2022. Similarly, DWR will construct the final landscape improvements in phases over multiple years. DWR constructed the first two phases of landscape improvements from 2021 thru 2023. This Project will be the third phase.The Project’s final landscape improvements include native mitigation plantings required by the Permit. The Permit requires a minimum five-year monitoring and maintenance period, and that the plantings meet success criteria. During the monitoring period, temporary irrigation will be necessary in order to establish the plantings. The temporary irrigation system will require temporary connections from SMUD for electrical service and SCWA for water service.1.3.
