Conceptual Design Services to Support Tier 4 Verification and Settlement

NYSERDA is seeking proposals from firms with experience and expertise in business requirements definition, needs assessment, conceptual design, information technology (IT) architecture, dynamic data acquisition, and functional specifications to support the Large-Scale Renewables (LSR) Tier 4 Team via RFP 5481. The objectives of this RFP are: to facilitate stakeholder engagement, identify key business requirements, create a data inventory, and develop a conceptual design, and functional specifications document. This work will help define key processes that influence system architecture, program implementation, and operational aspects of the Tier 4 Program.Working with internal and external stakeholders, the contractor will be tasked with developing a conceptual design and functional specifications for a digital, automated system that will perform delivery verification and other pre-settlement analyses to enable renewable energy certificate (REC) invoicing and payment. The conceptual

design and specifications will incorporate data acquisition, energy delivery verification processes, and various analyses, as required to comply with the Tier 4 contract and its delivery verification plan [1]. The final conceptual design and functional specifications will be suitable to support design-build decision-making and the development of a subsequent Request for Proposals (RFP) seeking to effectuate the Tier 4 verification and settlement process by establishing an automated system. The conceptual design will also build upon and integrate NYSERDA’s existing tools, including cloud-based and enterprise software to the extent practicable, and examine current settlement processes to identify areas for integration, efficiency, and improvement.See RFP on NYSERDA’s website for full details including deadline information.
