BROADWAY, SUITE 270\n\nTURLOCK, CA 95380\n" "INTRODUCTION\n\nThe City of Turlock (hereinafter referred to as the \u201cCity\u201d) is requesting proposals for qualified\nfirms to provide a total compensation study which will provide recommendations that will allow\nthe City to meet its compensation goals of attracting and retaining high quality personnel while\nmaintaining internal equity. The successful proposal should include a complete report outlining\nits methods, assumptions, and conclusions as to the City\u2019s total compensation system, its ability\nto attract employees in the marketplace, and its maintenance of internal equity. Itis expected that\nthe compensation report will include not only base pay, but also add-on pays, health and
welfare\nbenefits, retirement benefits, paid time off, along with any other identified material benefits.\n\nBACKGROUND\n\nIn the heart of California\u2019s Central Valley, Turlock is the second largest city in Stanislaus County\nlocated 100 miles south of Sacramento, CA covering an area just over 16 square miles with a\npopulation of over 73,000. Turlock is a General Law City that operates under the\nCouncil/Manager form of government. There are eight (8) city departments including Police, Fire,\nDevelopment Services, Municipal Services, Finance, Human Relations, Public Works, and City\nManager\u2019s Office/Administrative Services.\n\nRFP TIMELINE\n\nThis RFP will be governed by the following schedule:\n\n\\?\n\n* REP Issued: 11/9/2022\n\u201c Proposals Due: 12/7/2022\n\u201c Approval of Contract: 1/10/2023\n\n* All dates are subject to change at the discretion of the City\n\nQUESTIONS\n\nRequest for Information (RFI) should be directed to:\n\npurchasing@turlock.ca.us\n\nAll questions must be in writing and received at least five (5) working days prior to the closing\ndate for submittal of this Request for Proposal (RFP), to provide time for issuing and forwarding\nanswers. The City will not be responsible for oral interpretations of the Request for Proposal (RFP).\n\nSCOPE OFSERVICF\n\nThe City invites you to submit a proposal for total compensation services. The scope of work\nincludes, but is not limited to, the following:\n\nPage 2\n" "l. Work Plan. Develop a work plan which includes milestones and a timeline.\n2. Compensation Study Activities:\n\na.\n\nb.\n\nBSampa\n\nReview the City\u2019s comparator agencies, making recommendations if any should be\nadjusted\n\nReview existing salary schedules, MOUs, labor market, internal equity structure,\nand related documentation\n\nRecommend benchmark classes and relationships to classes covered by\nbenchmarks (to be agreed upon by the city). Develop an internal equity chart\nshowing how all the City\u2019s classifications relate to the benchmark classes\n\nIdentify classifications eligible for remote work, based on job responsibilities\nIdentify benefits to be included for comparator purposes\n\nCompensation data collection\n\nInternal relationship analysis/internal alignment\n\nAnalysis and data review\n\n3. Compensation Study Deliverables:\n\na.\n\namp na\n\nAnalyze the salary survey data and internal salary relationships provided in the\ninternal equity chart to develop salary recommendations and allocate each\nclassification to the appropriate salary range based on internal equity and external\ncompetitiveness\n\nDraft compensation findings\n\nDevelop a recommendation for an implementation strategy for the updated\ncompensation system with lowest financial impact on the City\u2019s operating process\nDraft final report\n\nFinal Report\n\nPresentation to appropriate management staff\n\nPresentation to City Council\n\nPROPOSAT FORMAT GUIDELINES\n\nConsultants are to provide the City with a proposal using the following guidelines:\n\nEach proposal must adhere to the following order and content of sections.\n\nA. Qualifications and Experience\n\nProvide a brief history of your business entity and project team. Identify legal form,\nownership, and senior officials of company. Identify the name and email of the main\ncontact, including phone number and e-mail address. Include the website address (if\napplicable). If proposing a sub-consultant, describe the division of responsibilities\nbetween participating parties, and offices (location) that would be the primary\nparticipants.\n\nDescribe professional experience and number of employees (licensed professionals,\n\nPage 3\n" "technical support) on the proposed project team.\n\nB. Methodology Section\nProvide a detailed description of the approach and methodology to be used to accomplish\nthe Scope of Work of this RFP. The Methodology Section should include:\n\nl. An implementation plan that describes in detail (i) the methods, including\ncontrols by which your firm or entity manages projects of the type sought by this\nRFP.\n\n2. Detailed description of efforts your firm or entity will undertake to achieve client\nsatisfaction and to satisfy the requirements of the \"Scope of Work\" section.\n\n3. Detailed description of specific tasks you will require from City staff. Explain what\nthe respective roles of City staff and your staff would be to complete the tasks\nspecified in the Scope of Work.\n\n4. Proposers are encouraged to provide additional innovative and/or creative\napproaches for providing the service that will maximize time and cost-effective\noperations or increased performance capabilities. In addition, the City will\nconsider proposals that offer alternative service delivery means and methods for\nservices desired.\n\nC. Staffing\n\nProvide a list and resumes of individual(s) who will be working on this project, their\nrelevant experience, and indicate the functions that each will perform and anticipated\nhours of service of each individual.\n\nD. Similar Projects\n\nProvide a list of at least municipal/public agency references for similar services provided\nby your firm. The City reserves the right to contact any of the organizations or individuals\nlisted. Proposals shall be valid for a minimum of 180 days following\nsubmission.\n\nPage 4\n" "PROCESS FOR SUBMITTING FROPOSATS\n\nSealed bids for this RFP shall be filed with the Purchasing Division at 156 S. Broadway, Suite\n270, Turlock, California, 95380, on or before 3:00 PM on Wednesday, December 7, 2022. No late\nbids will be accepted.
