Naval Sea Systems Command (NAVSEA) intends to award a contract on a sole-source basis to L-3HARRIS, 50 Prince St., Northampton, MA, 01060 for the procurement of Universal Modular Masts (UMMs). The UMM is an integrated system installed in the submarine sail that raises, lowers and structurally supports the various imaging, communications and electronic warfare mast mounted sensors. It is mounted in the sail and is hydraulically actuated by the ship’s external hydraulic system. This proposed contract is for the Production Phase of the Universal Modular Mast (UMM) System; fabrication; testing; engineering and logistic support. The base contract will satisfy requirements for VIRGINIA and COLUMBIA Class production for the period of Fiscal Year (FY) 25 through 29 as well as spare requirements. The estimated maximum number of ship sets to be procured under this contract is twenty-two (22). In addition, this procurement will also include approximately 25,000 man hours of associated engineering services to provide for test, evaluation, integration, installation, and deployment of UMM systems. UMM systems and spare ship sets will be procured on a Firm Fixed Price (FFP) basis and engineering services will be Cost Plus Fixed Fee.This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(ii).No solicitation documents exist, but parties who believe they are capable of meeting this requirement are encouraged to submit a statement of capabilities to Contract Specialist Stuart Burman by e-mail via stuart.burman2.civ@us.navy.mil. The Government will not pay for any information received and the information received will only be used by the Government in considering whether or not to conduct a competitive acquisition.
