Commercially Available Staffing Capability System

Aug 31, 2017 12:07 pm The Department of Homeland Security (DHS) Headquarters Human Capital Business Solutions (HCBS), which is a sub-component of the DHS Office of the Chief Human Capital Officer (OCHCO) was established March 2004. This highly unique unit was created via mandate of the Secretary's Office to consolidate and modernize a wide variety of human resources (HR) processes and information technology systems. An important aspect of this consolidation and modernization effort is to acquire an enterprise automated commercial available staffing system to which the Department is currently lacking. Without an enterprise operating model, support for DHS's core mission is at risk and valuable workforce management information remains difficult to acquire across the Department. In order to accomplish this mandate, HCBS requires an enterprise commercial available staffing capability that is specifically designed to manage, track and fill open positions within current DHS Components.
