Backpack electrofishing units-Marquette B.S., Marquette, MITHIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.The U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition & Property Operations, Marquette Biological Station has a requirement for backpack electrofishing units.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate a firm fixed price contract with only one source under the authority of FAR 13.106-l(b) to the following vendor:ETS Electrofishing Systems, LLC1240 E. Washington AveMadison, WI 53703-3035The anticipated delivery date is NLT 3/31/2023.The North American Industry Classification System (NAICS) code for this requirement is 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing; the business size standard is 500 employees.As a contract agent of the Great Lakes Fishery Commission, the USFWS Sea Lamprey
Control Program is responsible for sea lamprey management in the Great Lakes per the Great Lakes Fishery Act of 1956 (P.L. 557, 84th Congress, approved June 4, 1956). The USFWS uses ABP-2 backpack electrofishing units to survey larval sea lamprey populations in tributaries to the Great Lakes. The units were designed and manufactured by ETS Electrofishing, LLC specifically for sea lamprey control operations and are used by all contract agents of the Great Lakes Fishery Commission including the Dept. of Fisheries and Oceans-Canada. No other manufacturer makes this design with the specifics used by all the contract agents of the Great Lakes Fishery Commission including the Dept. of Fisheries and Oceans-Canada.The ABP-2 backpack electrofisher is a dual channel, 12-volt unit that comes standardized to the unique settings used in assessment of larval sea lamprey populations. ETS Electrofishing, LLC has supplied these units to the Sea Lamprey Control Program for over 25 years and has expertise in troubleshooting and maintenance of existing units. These electrofishing units are used extensively to capture sea lampreys for population estimates. The pulse rates and voltage regulation allow optimal and consistent capture of sea lamprey without incidental capture of other fish species. These electrofishing units are truly unique; no other electrofishing unit will achieve the consistent results needed to properly estimate sea lamprey populations. Continued use of this specific type of equipment is important so that data collected is consistent both through time and amongst all sea lamprey control offices in the U.S. and Canada as required by international treaty and the Great Lakes Fishery Act.The electrofishers owned by the Program have a design that is proprietary to ETS Electrofishing LLC. and as such ETS Electrofishing is the only source with the parts, technical knowledge and access to specifications necessary to effectively render units capable of performing actions required in larval assessment protocols.Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.If any interested party believes they can meet the above requirement within the needed period of performance, it may submit a statement ot capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
