The City's implementation of the 2020-2025 Climate Emergency Action Plan (CEAP) is currently underway and City

staff are beginning to develop 2026-2030 climate actions. Modelling of the carbon pollution reductions and household financial impacts of the Plan continues to be critical to quantifying progress towards the City's 2030 and 2050 climate reduction targets; refining thinking on individual actions; and assessing and prioritizing the most effective and efficient City actions. The project aims to secure modelling support through the completion of the 2020-2025 CEAP and 2026-2030 CEAP and will deliver: annual carbon pollution forecasts to accompany annual progress updates to Council; modelled outputs to aid the prioritization of the 2026-2030 climate actions; projected carbon pollution and household financial impacts resulting from the complete 2026-2030 Climate Plan; and detailed modelling of the costs and benefits of 2-3 individual policies annually. The City intends to sole source this contract to continue using the vendor’s proprietary model, which has been used since 2022. This will allow consistency in modelling inputs and outputs over the course of the Climate Emergency Action Plan implementation. The vendor has developed a deep knowledge base of Vancouver’s land-use and climate policies during the course of its work with the City over the last three years, which are already integrated into the model. Having a model already operational to provide Vancouver-specific carbon pollution and cost forecasts places the vendor in the unique position to meet near term deadlines for the project, and provide those services cost-effectively. Term: Updates to Climate Emergency Action Plan until 2030. The contract is valued at approximately $840,000.00.
