Please read the Details section for information on how to bid on this opportunity Details This Request for Proposals (hereinafter “RFP” or “Solicitation”) is being issued by the San Francisco Environment Department (hereinafter, “SF Environment” or “City”). SF Environment, on behalf of all City Departments, is seeking qualified suppliers (“Proposers”) to provide proposals (“Proposal”) for professional services to support the continuous improvement of existing and the development of new energy efficiency programs. There are two general types of consulting work being requested. The first is providing Existing Program Support, the second is to provide Future Programs Support. Services in these two areas are described below. a. Existing Program Support: Provide various types of program assistance to support approximately 250 projects anticipated to be completed annually under existing programs. Existing Program Overview: Currently, SFE’s energy efficiency program consists of the Bay Area
Regional Energy Network (BayREN) Business FLEXmarket. BayREN is a collaboration of ten (10) public entities. BayREN provides regional-scale energy efficiency programs, services, and resources. BayREN is funded by utility ratepayer funds through the California Public Utilities Commission (CPUC). BayREN draws on the expertise, knowledge, and proven track record of Bay Area local governments. As a BayREN Member, SFE leads the administration, implementation, and marketing of the BayREN Business FLEXmarket. This Bay Area-wide program uses a normalized metered energy consumption approach to measure and verify incentive amounts for the region’s small-, medium-, and hard-to-reach businesses. Its objective is to annually increase the number of comprehensive energy efficiency upgrades, particularly in advanced lighting and lighting controls; heating, ventilation, and air-conditioning; refrigeration; and commissioning. Originally, the program was launched in 2018 but faced challenges due to pandemic restrictions. SFE re-launched the program in the third quarter of 2022 with an updated program design and incentive structure. b. New Program: Provide as-needed professional assistance to support new BayREN program, with approximately 300 projects anticipated to be completed annually. Future Programs Overview: SFE intends to launch a new BayREN program in 2023. It targets the region’s food-service sector by replacing high global warming potential refrigerant and defective refrigeration components such as compressors, coils, and more. As of the time of publication, the CPUC is reviewing the application. A decision is expected in 12/2023 and program implementation can begin immediately. The BayREN Refrigeration Replacement Program (BRRR) is a deemed rebate program. It will provide refrigerant and refrigeration component replacements and system optimization to the Bay Area’s food service sector exclusively: restaurants, bars, grocery and convenience stores, and food-storage warehouses. The two (2) main goals of the program are to reduce GHG-emissions by recycling environmentally harmful refrigerant from small- and medium-sized businesses in the food service sector and improve energy efficiency and optimize participants’ refrigeration systems and equipment. A contract awarded pursuant to this Solicitation shall be non-exclusive with an original term of three (3) years. A contract awarded pursuant to this Solicitation shall have a not to exceed (“NTE”) amount of up to $100,000 for the total allowable maximum term.
