The Washington Department of Veterans Affairs (WDVA) is issuing this Competitive Solicitation pursuant to RCW 39.26. Pursuant to this Competitive Solicitation, WDVA is seeking Medical Director services for three of its four State Veterans Homes (Facilities) in Port Orchard, Spokane, and Walla Walla, Washington. The WDVA Facilities are Medicaid and Medicare Certified, as well as USDVA (Fed VA) Recognized/Certified, and provide 24-hour nursing care, medical care, rehabilitation, and pharmacy services seven (7) days per week for residents who are honorably discharged veterans, spouses of residents, widows of eligible veterans, and Gold Star Parents. Residents are served in semi-private and private rooms. The care and supportive programs and services offered through the WDVA include skilled nursing care, long-term care, emotional support, rehabilitation care, physical therapy, occupational therapy, speech therapy, restorative care, recreational activities, social services, volunteer
programs, hospice services, nutritious meals, community involvement, life-enrichment opportunities, religious programs, transportation services, on-site community transit services, laundry services, beauty and barber shop services, and patriotic interment services. The Medical Director (Provider) for this contract will support three of the four Facilities – Washington Veterans Home (Port Orchard), Spokane Veterans Home, and Walla Walla Veterans Home – up to 420 residents. Provider promotes quality care through effective leadership, participative management, open communication, and educated decision-making. The Medical Director is an active participant in establishment and oversight of community medical and nursing policies and procedures as well as input for agency policies and procedures. The Medical Director assures that proper policies and procedures are adopted and enacted to exceed the requirements of Medicare, Medicaid, and the Veterans Administration (USDVA). The Medical Director leads/manages all operations related to primary care for the medical care of the residents of the facilities. The Medical Director attends all monthly Quality Assurance Performance Improvement (QAPI) program meetings, and other meetings as required by Regulators or by medical necessity of the residents.
