The work includes mechanical alignment of the spillway Tainter gate drive shafts and incidental related Tainter gate work. The spillway section of Tuttle Creek consists of 18 Tainter Gates that are driven by 19 individual 2 HP motors (18 primary, 1 auxiliary). Each section of Tainter Gates has 6 coupled drive shafts and 6 pillow block bearings plus 2 couplings on the auxiliary motor side (218 total) that require adjustment within specified tolerances by shimming the associated components. The Tainter Gate drive shaft has a unique feature that allows operation of a Gate with the motor from an adjacent gate by use of special “cut-out” type couplings in the drive shafts. Work will include insuring that all 19 motor couplings (18 primary, 1 auxiliary) and all 19 cut-out couplings (18 primary, 1 auxiliary) engage without special tools.If you are interested in this type of project, please submit the following:1. This will be accomplished utilizing Definitive Responsibility Criteria. The below statements are example of language we intend to include in the solicitaiton. "Definitive Responsibility Criteria: In addition to examining the criteria in FAR 9.104-1, the Contracting Officer will also examine whether the low bidder can meet the requirements of the definitive responsibility criteria.The apparent low bidder will be required to meet the following experience requirements:The Contractor shall provide a minimum of three (3) projects completed within the last ten (10) years, or two (2) projects completed in the last ten (10) years and one (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor, that demonstrate competency with aligning power transmitting drive shafts.Note: Bidders may submit the experience of a technically qualified subcontractor to satisfy one (1) or more of the definitive responsibility criteria. Bidders relying on the technical experience of a subcontractor will be required to provide evidence of a firm commitment (i.e., signed agreement or letter of commitment) from the subcontractor to perform if the bidder is awarded the contract.The Contracting Officer will verify the submitted projects meet the definitive responsibility criteria as part of the responsibility determination. Bidders are not required to submit additional documentation related to these criteria at the time of bid. Instead, within four (4) business days after the date of bid opening, the Government will request supporting documentation from the apparent low bidder."
