National Leadership Preparedness Initiative (NPLI) Training Support

This is a notice of intent to award a Sole Source Procurement. This is not a Request for Quotes (RFQ) or Request for Proposals (RFP). No contract award will be made on the basis of responses to this notice.The Transportation Security Administration (TSA) intends to contract using other than full and open competition for providing National Leadership Preparedness Initiative (NPLI) training sessions for the TSA Transportation Security Executive Service (TSES) Chief Executives. Accordingly, the TSA intends to award a contract to President and Fellows of Harvard College (Doing Business As: Harvard T.H. Chan School of Public Health) located at 677 Huntington Ave, Boston, MA 02115-6028. The contract will address the requirements of TSA's Office of Training and Development (OTD) to continue building the meta leadership principles previously developed and taught to all TSA TSES employees.The proposed contract actions are for supplies or services for which the Government intends to solicit and

negotiate with only one source for each proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit and negotiate with President and Fellows of Harvard College to continue and reinforce the meta-leadership model components that were developed for the TSA TSES Chief Executives during the 2016 National Leadership Preparedness Initiative (NPLI) training sessions.Interested persons may identify their interest and capability to respond to the requirement or submit proposals via e-mail to Sophia Woodward at Sophia.Woodward@tsa.dhs.gov by 10:00am Eastern Standard Time on January 2, 2018. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
