Sole Source Procurement for SDR Hardware Modules

The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic’s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Pacific Defense for Software Defined Radio (SDR) hardware modules. The Government intends to negotiate solely with Pacific Defense under the authority of FAR 13.106-1(b). The Pacific Defense hardware required cannot be technically or cost effectively replaced by an alternate system. The hardware identified in the purchase request is required for software and hardware (electrical and mechanical) cross-compatibility with existing systems. The NAICS Code is 541519 and the Small Business Size Standard is small.This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 15 June 2023 at 3:00 PM EST.
