Intent To Sole Source NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Regional Procurement Office East (RPOE), Network Contracting Office 4 (NCO 4) intends to award a sole source contract pursuant to FAR 13.106-1(b) with Nikon Instruments Inc. located at 1300 Walt Whitman Road, Melville, NY 11747 for a one time job for two months from 01 May 2024 through 30 June 2024. The Philadelphia VA Medical Center has a requirement for preventative maintenance and repair services to Nikon microscopes, software upgrades to workstations and service and installation of computer. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any responsible firm that believes it can meet the requirements may give written notification and capability statements prior to the response due date and time. Vendors shall indicate if they are the direct supplier of the items. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the
requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address. Nikon Microscope Computers and Service 3. Background. Research has two Nikon microscopes (the Nikon STORM and A1R confocal) that are used in acquiring data for VA funded research studies. The microscopes are controlled by Nikon software on specialized imaging workstations. To maintain functionality of these microscopes, an upgrade of the microscope software is required. However, the new version of the microscope software is not compatible with the hardware and software on the existing computers. The existing computers are 7+ years old. 4. Scope. We require the purchase of two new workstations (one for each microscope), and a gigabit controller card for the A1R workstation. Workstation #1 (STORM microscope): Advanced Biosystems Z4 Workstation - HP Z4 featuring Intel Xeon 3.9GHzprocessor (8 cores), 128GB DDR4 2933 Mhz RAM, NVIDIA RTX5000 16GB, 512GBM.2 Turbo SSD O/S drive, 1TB M.2 Turbo SSD data drive, 12TB datastorage, 2x Gb LAN ethernet/10GbE Dual Port NIC, premium keyboard and optical mouse. Windows 10 64-bit Professional. NIS-Elements: Advanced Research Software Upgrade Agreement (for workstation #1). Workstation #2 (A1R microscope): Z4 ADVANCED IMAGING WORKSTATION V4 HP Z4 featuring Intel Xeon 3.7 GHz processor (8 cores), 64GB DDR4 2666 Mhz RAM, NVIDIA RTX4000 8GB, 512GB M.2 Turbo SSD O/S drive, 1TB M.2 Turbo SSD data drive, 12TB data storage, 2x Gb LAN ethernet. Gigabit Controller Card (to be used with Workstation #2): APX-742BN Gigachannel board for use with the A1R confocal workstation. We also require software upgrades for both workstations and service to install both new computers and install the software upgrades. The service quotation for the A1R also includes a preventative maintenance service on the microscope itself. Start date: As soon as possible Length of Service: Single service visit per microscope.
