PRESOLICITATION: Refuse & Recycling Service for Fort Leavenworth, KS

This posted announcement is a Pre-Solicitation Synopsis of a proposed contract action in accordance with FAR Subpart 5.207.The Mission Installation Contracting Command - Fort Leavenworth intends to issue an Solicitation for a Firm Fixed Price contract (FAR Part 12 with elements of FAR Part 14 Sealed Bidding) for the acquisition of refuse and recycling services at Fort Leavenworth, Kansas.General Scope: This is a non-personal services contract to provide the United States Army Military Installation, Fort Leavenworth, Kansas with Refuse & Recycling Collection & Removal Service including seasonal Bulk Refuse Collection (collectively referred to as ‘Refuse & Recycling’).  The Government will not exercise any supervision or control over the contract service providers.  The Contractor shall perform to the standards specified in this Performance Work Statement (PWS) using industry standard, best practices in order to provide a minimum common level of service showcasing best possible value.

Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.  The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined within the attached draft Performance Work Statement (PWS). This requirement will be a Total Small Business set-aside procured utilizing FAR Part 12 procedures with elements of FAR Part 14 Sealed Bidding.  The government anticipates an award will be made to a responsible bidder whose bid, conforming to the invitation for bids; will be most advantageous to the Government, considering only price and the price related factors included in the invitation. This anticipated contract will consist of a Base Award Period of one (1) calendar year, and four (4) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Funding will be dependent upon the Government’s bonafide and available funding Fiscal Year to Fiscal Year; incremental funding is anticipated.It is anticipated that the solicitation will be available on or about December 8, 2022.
