SYNOPSIS:This is not a solicitation announcement. This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products that may be of interest to the United States Coast Guard (USCG). BACKGROUND:The HC-27J aircraft is uniquely equipped to perform all United States Coast Guard (USCG) missions that include maritime response, maritime prevention, maritime security operations, defense operations, and search and rescue. The original equipment manufacturer for the HC-27J is Leonardo SPA.The United States Coast Guard Medium Range Surveillance (MRS) Product Line provides maintenance and technical support for the HC-27J. The Bleed Air system is a compressed air system that is supplied compressed air from the engine compressor’s low- and high-pressure stage ports. The system consists of ducting, valves, sensing elements and
pressure regulators to control pressure and temperature as well as to limit airflow. The pneumatic system components are mainly located in the engine nacelle. The Bleed Air system troubleshooting on the HC-27J is often inefficient, troublesome, and unsuccessful.PURPOSE:The United States Coast Guard (USCG) is issuing this sources sought for market research purposes to identify sources that can provide an efficient and improved process and/or system to test the HC-27J Bleed Air system for leaks and failures.SERVICES AND SUPPLIES:The responses to this sources sought should include all engineering costs, required equipment costs, and development costs of the procedures to test the HC-27J Bleed Air system.REQUIREMENTS:The responses should use commercial off the shelf (COTS) equipment, and identify the procedures required to test the HC-27J airframe bleed air system to identify leaks or deficiencies. The preferred point of entry for pressurized air into the bleed air system is the Ground Connection on the HC-27J airframe.SUBMISSION:Your submission should include a Rough Order of Magnitude, and your capabilities to accomplish the project. The applicable North American Industry Classification System (NAICS) code is thought to be 541330. If your company uses a different NAICS code for this service, please provide that with your submission.Disclaimer: There is no solicitation at this time. All submissions become USCG property and will not be returned. After reviewing responses, if the USCG plans to proceed with an acquisition, a solicitation announcement may be published on the Contract Opportunities (formerly FedBizOpps) website or distributed to contract holders if a strategically sourced vehicle is deemed appropriate.
