Center FLC Norfolk Philadelphia Office intends to solicit for software as a service SaaS platform provider licenses by the manufacturer NICEinContact which provides computer chatting capabilities as a service via conversational cloud AI powered command center for consumer conversations The software service supports Navy Recruiting Command NRC chat agents to respond to inquiries quickly easily and accurately to all conversational channels This procurement will be processed on a brand name sole source basis The NICEinContact software services are going to be competitively solicited amongst those of NICEinContacts authorized resellers service providers who are small businesses under the solicitations size standard Interested parties may identify their interest and capability to respond to the requirement THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES FOR OTHER THAN NICEINCONTACT BRAND SOFTWARE LICENSES Only those small businesses who are authorized resellers service providers of NICEinContacts software will be considered under this solicitation However interested parties my identify their interest and capability to respond to this requirement no later than the closing date of this solicitation A determination not to compete this requirement further based upon responses to this notice is solely within the discretion of the Government Information received will normally be considered solely for the purpose of determining whether to conduct future completive procurements All responsible sources may submit a quotation which shall be considered by the agency however only quotes meeting the NRCs requirements will be considered for award The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent Only written responses will be considered all responses form responsible source will be fully considered As a part of their submission quoters shall provide pricing information Line Items and Delivery Performance Information The period of performance is one year from contract award Base period of twelve 12 months and three 3 12 month option periods The indented line items and the aggregate performance period if all options years are exercised will be as follows 0001 Base Year FFP NICEinContact with Mobile Service number of licenses 31 for 12 months 1001 Option I FFP NICEinContact with Communications and Information Technology Department N6 delivers common business and operational Information Technology IT services as part of the overall IT service activity while supporting the main mission to leverage an inspirational culture to inform attract influence and acquire the highest quality candidates from Americas diverse talent pool to allow Americas Navy to assure mission success and establish the foundation for sailors to thrive in transformative experiences In support of this mission the procurement of the software as service SaaS provider licenses by NICEinContact to function as a brand-named messaging and Conversational Artificial Intelligence AI for the NRC Marketing and Advertising Department Cyber Space Division will provide NRC agents the ability to connect to potential leads prospects facing websites in COM environments NRC requires the chat software service to be Federal Risk and Authorization management Program FedRAMP approved https www fedramp gov NICEinContact software services specifically are required for the execution CNRC primary mission Due to the Contact Center use of NICEinContact the Government has determined that NICEinContact is the only company capable of providing a single source knowledge library that supports future NRC mobile applications minimizing the impact of Navy Marine Corps Intranet NMCI limitations In using an open platform a developer could add features or functionality that the platform vendor had not completed or had not conceived of An open platform allows the developer to change existing functionality Without utilizing this capability NRC would lose the ability to engage these personnel and the accessions they generate NRC must leverage social media and must interact with the public to accomplish its mission As a result it is imperative the chat software have dynamic engagement options NICEinContact specifically provides for this requirement by providing an open platform that can adapt to the system requirements of the NRC As a government entity NRC must deal with many different vendors and computer platforms Many times this increases the complexity of our support model by requiring the support of multiple versions of compatible hardware and software To help the government drive cost down avoid a disruption in service and avoid unnecessary time spent retraining end users it is best to buy products that support open platform solutions NICEinContact provides an open platform architecture solution As a result Navy recruits will be able to use chat enabled mobile platforms that are so prevalent in society today such as the iPhone and Android based smart phones allow NRC to rapidly develop innovative solutions with greater acceleration than we could with proprietary technologies such as NICEinContact provide for greater customization of chat invitations and windows for consistency with website design in order to increase acceptance rates and enhance the visitor experience and accelerate integration with complementary third party business applications such as Contract Relationship Management CRM contact center and web analytics leveraging intelligent business rules Interested parties are encouraged to furnish information No documents submitted will be returned By submitting capability information the contract is self certifying that neither the requestor nor the
