The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802. The Purchasing Department has received the following request for sole source procurement Product and/or Service to be purchased:EcoSEC Elite GPC System with RI Detector and LenS MALS Detector Sole Source Supplier:Tosoh Bioscience Earliest Proposed Purchase Date:March 25, 2024 Buyer Name:Jon Pezely Sole Source Justification:Examination of polymer size, architecture, and structure is crucial for my research in controlled polymerization, new polymerization mechanisms, and material design. The TOSOH size exclusion chromatographer (SEC) with multi-angle light scattering (MALS) is the instrument with the highest sensitivity and that sensitivity at the lower end of size (2-10 nm) will be crucial to my work. The ability to make sensitive characterization of cyclic polymers, branched structures, and linear macromolecules at small sizes can only be done with this level of sensitivity. As a long-term user on the competitor instrument, the sensitivity is worse and cannot reach the low sizes needed for my research. There are not other instrument companies that offer these instruments. A competitor also sells Size Exclusion Chromatography with Multi-Angled Light Scattering with much worse sensitivity (10 nm+) for detecting polymer
