GREEN ALLEYWAYS ENGINEERING SERVICES PW-24-05 The City of Park Ridge would like to receive proposals from well qualified firms professional engineering services to complete design, prepare documents, and provide Phase III oversight for four green alleyways per the specifications found in this document. All Sealed proposals should be mailed to: City of Park Ridge FINANCE Dept. – PW-24-05 505 Butler Place, Park Ridge, IL 60068 before: FEBRUARY 1, 2024 at 10:00am Proposals will be opened and vendor names will be read in public at that time. The proposals read at the opening are subject to review, scoring and verification by the City and its design consultants (if applicable). Proposal documents and specifications can be obtained at the City web site (www.parkridge.us) by registering under “Business Services”→”Bids&RFPs” or at the Finance Desk during regular business hours at no cost. Proposals must be received in a

sealed envelope marked with the Proposal name and number listed above. Proposals transmitted by fax or email will not be accepted. Any communication regarding this invitation between the date of issue and date of award is to be in writing and directed to the Procurement Officer listed below. Answers to questions submitted in writing may be distributed as an addendum to this Invitation to Proposal. Unauthorized contact with other City Employees is strictly forbidden. Each firm submitting a proposal for this work shall be hereinafter referred to as a “Consultant.” The City intends to enter into a contract with the chosen Consultant. The selected Consultant must have the expertise, experience, and demonstrated resources available to perform the work described in this RFP. Should an award be made, the selected Consultant (or Consultant as referred to in this RFP) will enter into a professional services agreement with the City of Park Ridge to provide these services. SCOPE OF WORK The City of Park Ridge has identified four undeveloped alleys within the City to be paved as Green Alleys. The four alleys selected are: • The alley from S. Rose Avenue to S. Hamlin Avenue between Garden Street and Des Plaines Avenue – approximately 640 feet in length • The alley from Vine Avenue to S. Washington Avenue between W. Talcott Road and Talcott Place – approximately 425 feet in length • The alley from S. Clifton Avenue to S. Cumberland Avenue between Prairie Avenue and W. Crescent Avenue – approximately 415 feet in length • The alley from Stewart Avenue to Belle Plaine Avenue between S. Clifton Avenue and S. Cumberland Avenue - approximately 600 feet in length See attached location maps. The residents bordering the selected alleys will be a part of a Special Service Area (SSA) in which they will participate in the project on a 50/50 basis with the City. Because of this, the Engineer’s Estimate of Probable Cost will need to be broken down by alley. Due to impervious clay throughout most of the City, it is anticipated that the alleys will require a perforated Page 2 discharge pipe to the local combined sewer system triggering involvement and permitting with MWRD.
