PUBLIC NOTICE Oil Search (Alaska), LLC, ADL 421526 Seawater Treatment Plant (STP) Pipeline Private Non-Exclusive Easement Modification The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received an AS 38.05.850 easement application on December 2, 2022, from Oil Search (Alaska), LLC (OSA) requesting to revise the previously authorized OSA’s Seawater Treatment Plant (STP) Pipeline (ADL 421526) .850 easement. The proposed easement modification will be adjudicated under AS 38.05.850. The Division is providing public notice and an opportunity to comment. Applicant: OSA (see application for contact information) Project ID: ADL 421526 Location: See application Project Description: OSA proposes a revised 19.5-mile pipeline system that begins at the proposed OSA Seawater Treatment Plant and ends at the OSA Tie-in Pad (TIP) located just northwest of the Kuparuk Central Processing Facility 2, within Kuparuk River Unit, on the North Slope. The revision will move a
portion of the pipeline from the west side of the Oliktok Road to the east side near CPF-3 for approximately one additional mile. The construction easement acreage is proposed to be increased by 30.8 acres for a total of 657.4 acres, and the operation easement acreage is proposed to be increased by 10.1 acres for a total of 231.3 acres. The revised easement will include the 6-inch and 12-inch gas pipeline, 16-inch sea water pipeline, support rack, a pigging pad and platform, gravel equipment crossings, and existing road crossings. The purpose of the project is to provide seawater to the Pikka Unit and fuel gas to the STP Facility and the Pikka Unit. Construction is expected to begin March 1, 2023, and end June 1, 2026.
