SECTION 00300 – INVITATION TO BID INVITATION TO BID - NOTICE TO BIDDERS Sealed Bids will be received by Souderton Borough through the PennBid Program until 2:00 pm., Tuesday, September 19, 2023. Bids will be opened electronically shortly after 2:00 PM.For: Souderton Borough Hall Additions & Alteration. 31 West Summit Street, Souderton, PA 18964.Beginning Monday, August 21, 2023, electronic files of the Drawings and Specifications will be available to prospective bidders, free of charge, from PennBid (www.pennbid.procureware.com) . All bids must be submitted utilizing the PennBid Program. A Mandatory Pre-Bid meeting will be held on site, 31 West Summit Street, Souderton, PA 18964, at 10:00 am, Tuesday, August 29, 2023. If additional information is required concerning the meaning or intent of the Bidding Documents all questions must be submitted in writing through the PennBid Program by Tuesday, September

12, 2023 by 12:00 PM. Each bid must include Bid Security, a certified check, bank check or bid bond issued by a surety licensed to conduct business in the state of PA, in the amount of 10% of the total contract amount, including all add alternates, payable to Souderton Borough. Performance and Payment Bonds in the amount of 100% of the contract amount will be required to be furnished by the successful bidder with a corporate surety approved by Souderton Borough. Bidding will be public, utilize Pennsylvania State Prevailing Wage Rates established by the Commonwealth of PA Department of Labor and Industry and be received in One (1) Prime Bid for the Building Additions and Renovations. The bid shall include all General Construction, Mechanical Construction, Electrical Construction, and Plumbing Construction. The Project falls under the Commonwealth of Pennsylvania Public Works Employment Verification Act, Act 127 of 2012, 43 P.S. § 167.1, which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, sex, age, disability, race, color, creed, ethnicity, national origin or other protected classification in consideration for an award.
