REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ENGINEERING SERVICES FOR AN ALIGNMENT STUDY OF SCHERER ROAD/PARKWAY, SCHERER PARKWAY, AND LONGVIEW BOULEVARD RFQ NO. 2024-065 The City of Lee's Summit, Missouri, is requesting electronically submitted Statements of Qualifications for the above-referenced project. Interested firms must upload their Statement of Qualifications into the Public Purchase e-procurement system prior to the closing date of April 1, 2024, 5:00 PM (Local Time) City of Lee's Summit, Public Works Department Attention: John Persing, Staff Engineer 220 S.E. Green Street Lee’s Summit, MO 64063 It is the responsibility of interested firms to check the City’s e-procurement system, Public Purchase at https://www.publicpurchase.com/gems/leessummit,mo/buyer/public/homeOpenBids for any addendums prior to the closing date and time of this RFQ. All addendums
must be signed and included with the electronic submittal. Interested firms, or groups of firms, should prepare a response that addresses the following information: Experience and availability of key personnel; Responsiveness; Experience on similar projects; Project Approach/Work Plan; Critical Issues and Approaches to Solutions; Capability to meet schedules or deadlines; Quality of projects previously undertaken and capability to complete projects without having major cost escalations or overruns; and Familiarity with and proximity to the geographic location of the project. The submittals must be standard letter-size pages (8.5” x 11”) having a minimum font size of eleven (11) points and no more than ten (10) pages (single-sided) in length. Up to five (5) additional single-sided pages may be submitted as an appendix and may be up to 11” x 17” in size. In addition, a single page cover letter should be submitted, which includes the name, title, email address and phone number of the point of contact person for the consultant team. A selection committee will evaluate the submittals based on the above criteria and notify selected firms for oral interviews. The selected firm will be expected to sign the City of Lee's Summit’s standard agreement for professional engineering services, enclosed herein for reference. Schedule Electronically Submitted Statement of Qualifications Due: April 1, 2024 5:00 PM CDT Selection Committee Meeting: April 10, 2024 Firms Notified for Oral Interview: April 11, 2024 Interviews, 50 minutes each: Week of April 15, 2024 General Scope of Services This study will establish a preferred horizontal and vertical alignment for: - Scherer Road/Parkway between Sampson Road and M291 Highway - Scherer Parkway between Scherer Road/Parkway and “Future” Hook Interchange at M291 Highway - Longview Boulevard between Longview Road and Scherer Road/Parkway The study will also establish preferred typical section and typical right-of-way for each of the alignments. Up to three alignment alternatives are desired for each corridor. The alignment study must consider existing infrastructure, existing utilities, adopted master plans (e.g. Thoroughfare Master Plan, Greenway Master Plan, Bicycle Transportation Plan, Sewer Master Plan, Water Master Plan, and Comprehensive Land Use Plan), adjacent development interests (e.g. PRI/SLR land use plans), safety, functionality, capacity, impacts, Livable Streets Policy, Unimproved Road Policy, Design and Construction Manual, and other applicable criteria. Updates may also be necessary to the City’s long-range traffic model based in TransCAD. Preference will be given to firms with TransCAD capabilities. Work required on this project will include traffic and stormwater analysis, surveying, conceptual design of roadways, intersections, enclosed stormwater systems, utilities, etc. Exhibits and legal descriptions for right-of-way, permanent easements, and temporary construction easements may be requested.
