 This Sources Sought is for planning purposes only and is a market research tool to determine availability and adequacy of potential sources.  The Government is under no obligation to pay for information submitted in response to this announcement.  All the information submitted will be considered and treated as public information.  The vendor should not include any pricing or proprietary information in its submission.  This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers.  No contract will be awarded from this notice.The General Services Administration (GSA), Northeast and Caribbean Region, is contemplating a solicitation for the construction of a Visitor Screening Facility and is seeking qualified General Contractors (GC) interested in providing construction services. The construction will be at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse in Hato Rey, Puerto Rico. The construction will be
an expansion to the current link area between the Federico Degetau Federal Building and the Clemente Ruiz Nazario U.S. Courthouse. This addition will be approximately 1,700 gross square feet and will include security functions for the processing of visitors to the facility.  The building is located at 150 Carlos E. Chardon Street which is on an existing 27 acre federal campus located in the Hato Rey area of San Juan. The Federico Degetau Federal Office Building (FOB), the Clemente Ruiz-Nazario U.S. Courthouse (CH), and the entry building that connects them, were constructed in the early 1970s, and are currently undergoing a modernization of the building systems. The existing entry building is commonly referred to the "Link" and the scope of this project is referenced as the "Link Expansion".The scope of work for the anticipated contract will be limited to the construction of the link expansion, connection to existing building systems, and reconfiguration of the site (including landscaping) to accommodate the new structure.The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. Construction elements include but are not limited to building construction services, fire protection, lighting, mechanical and electrical upgrades.The contractor will be required to furnish bid bond which shall be 20% of the bid price but shall not exceed $3 million; 25% payment and 25% performance bonds from the negotiated contract price. The estimated term of the construction period is 11 (eleven) months or approximately 330 calendar days. The NAICS Code for this project is 236220 and the Small Business (SBA) size standard is $36.5 million in annual receipts averaged over a concern's latest three (3) completed fiscal years.The RFP will be issued via the FedBizOpps internet site at: https://www.fbo.gov. Interested offerors are STRONGLY encouraged to register on this site to receive notifications of actions associated with the solicitation. Solicitation provisions, required proposal forms, clauses and instructions to offerors will be included with the project documents. To determine the feasibility of this project, ALL INTERESTED FIRMS ARE REQUIRED TO SUBMIT QUALIFICATIONS SHOWING EVIDENCE OF THEIR CAPABILITY TO PERFORM SUCCESSFULLY ON THIS PROSPECTIVE CONTRACT AND SHOW THEIR ABILITY TO MEET ALL THE ABOVE MENTIONED REQUIREMENTS.QUALIFICATIONS:1. Provide a detailed narrative addressing the below five (5) questions and demonstrating your experience in the related type of construction sought by this Notice.  •a.      Is your firm considered a small business under this project's NAICS Code?•b.      Does your firm have past experience on high quality projects? Provide at least one previous completed high quality project.•c.      Does your firm have past experience performing construction activities in a campus environment and/or occupied space? Briefly explain and provide at least one previous project / experience.•d.      Does your firm have past experience with High-end Architectural Concrete work? The Contractor to provide pictures of at least one past completed project.•e.      Does your firm have past experience with security projects? If so, does it include work with magnetometers, blast window assemblies, access control systems? Briefly explain addressing these areas and provide at least one example of a completed security project.4.  If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you propose to mobilize and perform the work at a fair and reasonable price to the Government. 5. IF YOU ARE A SMALL BUSINESS FIRM based on the size standards provided herein please advise if  your firm is a women owned small business, small disadvantaged, veteran owned small, service disabled veteran owned,  or a HubZone small business concern?6.
