Kyiv Travel Services

INL Kyiv has a requirement to send multiple groups of Ukrainian law enforcement and criminal justice counterparts to various conferences, training sessions, travel studies, and other locations.  The travel will be requested by the INL staff located in Kyiv, Ukraine.  The INL Kyiv OPS Team Lead will manage the process and interact with the contractor. The INL Kyiv OPS Team Lead will submit all names and travel information to the contractor before the travel.  If the INL OPS Team Lead is out, someone from INL Kyiv Ops Team will handle these details.  All travel related information will be submitted by email.  The Contractor should have a local office or agent in Kyiv, Ukraine.  The Contractor will book all flights for all travelers in accordance with the Fly America Act.  The Contractor will work in conjunction with INL Kyiv to determine the best flights.  The Contractor will pay all costs associated with the flights (or train tickets if flights are not available), hotels, conference

facilities, per diem, visas, transportation, travel insurance, registration fees, and travel escort services if required.  These costs will be reimbursed by the USG.  All flights will originate in and return to Ukraine.All proposals submitted for Request for Proposal Number 19AQMM21R0168 should be returned to the Department of State on or before Thursday, August 26, 2021, at 2:00 p.m. (Eastern Standard Time) at the following email address:  stewartj@state.gov.Prospective offerors should submit any questions regarding this solicitation in writing to stewartJ@state.gov.  Questions should be received by 4:30. p.m. (Eastern Standard Time) August 10, 2021, to ensure a timely response.  (Questions received after that date may not be answered prior to the date established for the receipt of proposals.) No phone calls related to this RFI will be accepted.
