matthew.potter@edcgov.us Bids to Owner's Agent Description Scope of Services The County of El Dorado is soliciting sealed proposals from highly qualified and experienced firms (herein after referred to as “Proposer”) for the removal of hazardous trees within the Caldor Fire area. The services provided by the successful Proposer shall be performed in accordance with Federal Emergency Management Agency (FEMA) Public Assistance (PA) guidelines. This is a FEMA funded project, and all applicable regulations shall apply, including prevailing wages and environmental elements. The Caldor Fire burned for sixty-nine (69) days in 2021, burned approximately two hundred twenty-one thousand, eight hundred thirty-five (221,835) acres and damaged trees along approximately twenty-two (22) miles of County maintained roads in and around the County right-of-way, leaving many hazardous trees and branches. The County is conducting recovery efforts and an arborist contracted with the County is currently evaluating and identifying the hazardous trees which is near completion. The County right-of-way along these roads vary in width; ranging on the narrowest being the width of the road plus a few feet of maintained shoulder, to a width of approximately twenty feet (20’). The County will award one (1) agreement to the top-ranked Proposer resulting from this competitive process with removal activities within the Caldor Fire boundaries anticipated to start upon execution of the resulting contract. This Request for Proposal (RFP) includes a description of the evaluation and selection process, Scope of Work, proposal requirements, and insurance requirements.
