rEQUEST FOR INFORMATION – Passive barrier TO SUPPORT protection of NAVY SHIPS FSG 58 NAICS 334511DescriptionN0016422SNB93- SPECIAL NOTICE - REQUEST FOR INFORMATION (RFI) – Naval Surface Warfare Center Crane Division (NSWC-CD) located at the Naval Support Activity, Crane, Indiana Request for Information market capabilities in support of the Navy’s desire to employ a passive barrier that will deter/defeat small unmanned aircraft systems (sUAS) surrounding navy ships moored in port.                                                                THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.  This request for information does not commit the Government to contract for any supply or service(s) whatsoever.  Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals.  Responders are advised that
the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.  Not responding to this RFI does not preclude participation in any future RFP, if any is issued.  If a solicitation is released, it will be synopsized on SAM.gov.  It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.BackgroundThe Passive Barrier System will be used to deter/defeat sUAS while conducting pier side operations on a navy ship.Requested InformationFormatInterested parties shall respond to this RFI with a white paper.White papers shall be in in Microsoft Word for Office 2016 compatible format.Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Respones to each performance requirement below shall include the following:Does your company have a current solution to meet the requirement?If yes, please provide a narrative to identify how the requirement will be met and any documentation, schematic, etc.If no, does your company have a current solution that could be modified to meet the requirement? Please provide a detailed narrative and any documentation, schematic, etc. If your company does not have a solution, can one be designed?If yes, please provide a detailed response to include historical similar items.If no, why not? Please provide a detailed response as to why the requirement can’t be executed.The Passive Barrier System must preclude sUAS access at a standoff distance of 15 feet to the top surface of the ship hull/superstructure.The Passive Barrier System shall cover a ship of minimum width 35 feet and maximum ship deck height above the waterline of 30 feet.The Passive Barrier System shall accommodate the placement and usage of the brow or brows going between pier and the ship.The Passive Barrier System shall not hinder personnel from coming onto or leaving the ship by way of the brow.The Passive Barrier System shall not damage the anti-corrosion coating on the ship’s hull/superstructure.All ingress/egress openings in the system shall be able to be securedThe Passive Barrier System shall not interfere with ship’s safety systems, Fire Fighting and Fall preventionThe Passive Barrier System shall not interfere with ship’s utility systems, Water, Electrical, and Ventilation.If Passive Barrier System is installed onto ship deck, it must have ability to be removed in order to conduct paint and preservation.The Passive Barrier System shall be able to withstand 40 (Threshold) / 67 (Objective) MPH of sustained winds.The Passive Barrier System shall be able to withstand snow loading requirements as detailed in MIL-STD-810H Part 3 5.3 Snow Loads. (20lbs/ft2)The Passive Barrier System shall be able to withstand ice glazing requirements as detailed in MIL-STD-810H Part 3 5.4 Ice. (3 inches with specific gravity of .9)The Passive Barrier System shall allow ship deck hatches to open completely without interference.The Passive Barrier System shall allow pipes, hoses, and cables to be run across the ship deck.The Passive Barrier System shall have adequate lateral and vertical clearance to allow personnel to walk from one end of the ship deck to the other.The Passive Barrier System must be removed from the ship prior to the movement of the vessel.The system shall be constructed of fire retardant, fire resistant, and/or non-combustible materials.The system shall be constructed of materials in such a way to prevent galvanic corrosion.If not responding to this section, please state this in the white paper.White Paper Section 3 System AvailabilitySection 3 of the white paper shall address the following points concerning system availability:Can your company design and prototype a system that meets all of the requirements of the provided performance specifications (3.5.1 – 3.5.18) by 30 September 2023?If yes, please provide a course plan of how this would be complete.If no, please provide information on what your company could provide by 30 September 2023.If not responding to this section, please state this in the white paper.White Paper Section 4 Evaluation SamplesSection 4 of the white paper shall address the following points concerning prototype designs or model sample(s) availability for evaluation under a potential RFP:Can product samples for evaluation be provided to the Government by March 1, 2023?If no, when could product samples be provided?What functionality will the evaluation samples contain?If not responding to this section, please state this in the white paper.White Paper Section 5 Obsolescence PlanSection 5 of the white paper shall address the following points concerning your obsolenscence planning:Provide information on your company’s obsolescence planning including methodology, time periods, success stories, etc.If not responding to this section, please state this in the white paper.White Paper Section 6 General QuestionsSection 6 of the white paper shall address the following points concerning contracting:What type of warranties do you usually offer at no additional cost to the Government?What are your standard delivery terms, FOB destination, FOB origin?What type of standard packaging do you use?What types of technical data are provided as standard commercial practice?Do you employ a Model-Based System Engineering approach or other System Engineering approaches to ensure system performance is obtained?Which MBSE tools do you utilize?Is your company willing / able to propose FFP for a 5-Year IDIQ contract?Is your company willing / able to propose FFP for a 10-Year IDIQ contract (5 Year base award with five 1 Year options)?If not responding to this section, please state this in the white paper.Industry DiscussionsNSWC Crane representatives may or may not choose to meet with potential responders.
