Intrusion Detection System (IDS)

The U.S. Army Corps of Engineers (USACE) intends to award a single-source fixed-price purchase order to EMCOR Government Services, Inc. for an intrusion detection system and high security combination lock for a small room within the facility. Headquarters, USACE is a tenant of the Government Accountability Office (GAO) and the host agency uses the C-Cure access control system.The period of performance for this requirement shall be for thirty (30) days from the date of the effective date of the contract.No competition is being sought unless/until another source is identified. Headquarters, USACE is

a tenant of the Government Accountability Office and the host agency uses the C-Cure access control system. EMCOR is the incumbent contractor who provides these services for GAO in this building. Because this is a GAO building in which USACE HQ is a tenant, these services must be provided by GAO's incumbent. That it, no other firm is in contract with GAO to provide this particular and pressing requirement.The Contractor shall provide and install an Intrusion Detection System and high security combination lock at 441 G Street NW, Washington D.C. 20314. In addition to the system they must provide/install the following to cover an opening above the ceiling grid. At minimum wire mesh, (No. 18 gauge) (1.1-mm), 2-inch (50-mm) square mesh or ½-inch (12.5mm) steel bars, 6-inch (150-mm) spacing on bars. Any wall penetrations must be sealed. All work must be performed as specified herein and in accordance with the most current DOD, Army and USACE regulations and policies.This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted.However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
