SOURCES SOUGHT TECHNICAL DESCRIPTIONINTRODUCTIONThe Mission and Installation Contracting Command MICC-Fort Benning is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest and industry technologies available to the US Army Warrant Officer Career College (WOCC) with providing training and education product development services to bring designated Lesson Plans (LP) and Programs Of Instruction (POI) to TR 350-70 standard and to properly document the products in Training Development Capability to support their mission as stated in the Performance Work Statement (PWS).The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. All small business set-aside categories will be considered.

ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.PROGRAM BACKGROUNDBased on the FY17 Workload Management results, WOCC was identified as being 13 man years behind projected training development schedule. This fielding requires a review/revision/creation of all TRADOC's active POIs, CADs, and LPs in the Training Development Capability (TDC) tool to ensure the POI/LPs meet TRADOC Regulation 350-70 standards. To meet fielding expectations, WOCC requires additional training and education developer capacity to review/revise or create POIs, CADs, and LPs as efficiently as possible. QUALIFICATIONSPersonnel should be familiar with TR 350-70, Army Learning Policy and Systems and its supporting pamphlets. Recommendations for experience and education are:• Experience: 5 + years' experience with knowledge in developing lesson plans, Programs of Instruction (POIs), and education product development in the institutional domain.Training Development Capability (TDC): The ability to effectively and efficiently use TDC to review, revise or create POIs and LPs.ELIGIBILITYThe applicable NAICS code for this requirement is 61430- Professional and Management Development Training with a Small Business Size Standard of $11M. The Product Service Code (PSC) is U008.SUBMISSION DETAILSInterested businesses should submit a brief capabilities statement package (no more than four (4) 8.5 X 11 inch pages, font no smaller than 12 point) demonstrating ability to provide the services listed in the PWS. Documentation should be in bullet format.
