The Alaska Department of Environmental Conservation (ADEC) proposes to issue Minor Permit AQ0009MSS07 to the Steelhead Platform, under Alaska Statutes 46.14 and regulation 18 AAC 50. Additionally, ADEC proposes to renew Air Quality Control Operating Permit AQ0009TVP04 using the integrated review procedures described in 18 AAC 50.326(c)(1). Applicant:

The Steelhead Platform is an off-shore oil and gas production platform, producing fuel gas and oil with some residual water in the oil.  Hilcorp performs natural gas and crude oil exploration at this stationary source.  Oil and fuel gas are processed on the platform and produced oil/fuel gas is pumped through underwater pipelines to the Trading Bay Production Facility for sale.Application:

applied for a renewal operating permit on March 11, 2019 and submitted additional information on May 15, 2019.  The application also includes a request for a modification requiring a minor permit.  This public notice is for the draft operating permit and preliminary minor permit. Emissions:     
The minor permit action does not change potential emissions at the stationary source.  The potential annual emissions of regulated air pollutants at the source will not exceed: 824 tons of Nitrogen Oxides, 245 tons of Carbon Monoxide, 108 tons of Particulate Matter, 281 tons of Sulfur Dioxide, 139 tons of Volatile Organic Compounds, and 2.3 tons of Hazardous Air Pollutants. The potential annual emissions for Greenhouse Gases are estimated at 192,923 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,597 tons.ADEC Preliminary Review:
Based on review of the application, ADEC drafted a preliminary permit decision for the Steelhead Platform.Available Information:
