Request for Information (RFI)Statement of NeedMillennium Challenge Corporation Acquisition Management SystemSYNOPSISThe Millennium Challenge Corporation (MCC) is issuing a Sources Sought/Request for Information (RFI) for Qualified Contractor Resources to Support their Management Information Systems (MIS) Programs existing solution hardware, software and functional system support. This is a request for Information (RFI) only. This RFI shall not be construed as a formal solicitation or an obligation on the part of the government to acquire any product or services. This RFI does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. Your response to this Sources Sought/RFI will assist the MCC in determining the best acquisition solution to ensure robust competition and ultimately the best valued solution for the aforementioned
requirement.The North American Industrial Classification System (NAICS) number is 541512 - Computer Systems Design Services and the business size standard is $27.5M.1. INTRODUCTIONMCC is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. The MCC mission is to provide assistance to support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizens. SCOPEMCC has a requirement to obtain experienced and qualified contractor resources to support the Department of Compact Operations (DCO) with the Millennium Challenge Account (MCA) Management Information System (MIS) programs existing solution including hardware, software and functional system support. Activities include but are not limited to:• Providing program management, functional and technical support to define, plan and coordinate the standard Information Technology infrastructure and business solution for MCAs overseas• Manage and maintain the MCA MIS Prototype solution (both IT infrastructure and Enterprise Resource Planning (ERP) application) in the Washington, D.C. area• Provide standard solution and support to MCAs to assist them with establishing their data structures, identifying business processes, and report design and development.3. SYSTEM OVERVIEWThe MCA MIS includes a standardized and secure IT infrastructure and an integrated MIS for managing business processes. The infrastructure project involves designing and setting up the complete MCA network, including a secure perimeter, the active directory domain infrastructure, a physical and virtual computing environment, backup systems, an external storage system, network monitoring, remote access, printing and file sharing, and standards for desktops/laptops with a standard suite of applications. This includes the configuration and integration of IT infrastructure to support the ERP.The cornerstone of the MIS is a suite of business applications that are part of an integrated ERP solution. The software is used to manage and integrate core finance and accounting, budgeting, procurement and contracts management transactions. The ERP solution also includes reporting functions that provide MCAs with the capability to meet their own reporting needs, as well as MCC upstream reporting requirements.4. SPECIFIC TASKS & WORK PRODUCTSThe MCA MIS Project Team comprised of project management and IT support personnel, including system and software engineer. A description of services to be performed follows.4.1 PROGRAM AND PROJECT MANAGEMENT SUPPORTThe Contractor provides program and project management support for the overall MCA MIS initiative, including the MCA MIS standard solution on the MCC Prototype; overseas implementations; and integration with other MCC IT initiatives, such as the MCC MIS. A Program Manager (PM) is solely dedicated to the program and reports directly to the COR.4.2 NEW COMPACT COMMUNICATIONSThe Contractor will be responsible for providing consistent project messaging and ensures that key stakeholders are well informed of current and upcoming MCA MIS initiatives. The Contractor arranges introductory meetings and prepares informational briefings for the staff of new Compacts in order to give them a complete understanding of the project, including scope, objectives, Stakeholder commitments and implementation timelines. The Contractor facilitates communications between the pre-selected vendor and MCAs and helps establish appropriate timing of project kick-offs based on the status of dependencies.4.3 ENHANCED USER DOCUMENTATIONThe Contractor will be responsible for leading the design and development of enhanced instructional materials for ERP-end users and managers, including Q&As, Cheat Sheets and Tutorials.4.4 REQUIREMENTS DOCUMENTATION, MANAGEMENT AND IMPLEMENTATIONThe Contractor manages the Technical and Business Requirements that define the MCA MIS IT infrastructure and business applications. The Contractor is also responsible for maintaining requirements documentation, establishing and complying with change control procedures, supporting the management of the ERP solutions and identifying and developing enhancements as needed. The Contractor supports the implementation of the MCA MIS Program solutions globally.4.5 BUSINESS PROCESS IMPROVEMENTThe Contractor reviews and documents MCA business processes for entering, managing and reporting data in the ERP solution.4.6 REFRESHER TRAININGThe Contractor develops and executes a Training Plan to provide continual refresher training to MCC and MCA staff on a regular basis on the IT infrastructure and the standardized ERP solution.4.7 SYSTEM AUDITSThe Contractor will be responsible for coordinating audits of MCA IT infrastructures and ERP permissions.4.8 MCC MIS INTEGRATION COORDINATIONThe Contractor will coordinate MCA MIS activities with other MCC IT initiatives, including the MCC MIS. The Contractor collaborates with the MCC MIS Team to identify areas for integration among applications.4.9 ERP CORE SOLUTION MANAGEMENT, O&M SUPPORT AND ENHANCEMENTSThe project management, functional and technical resources dedicated to the program collaborate with MCC stakeholders and the ERP integrator to maintain the core solution and the associated documentation, identify changes to existing ERP functionality and reporting requirements and for determining emerging needs.4.10 ERP & IT INFRASTRUCTURE SUPPORT AND COORDINATIONThe Contractor develops a process for tracking and responding to MCA requests for support and technical assistance as well as provide direct assistance.4.11 MCC MIS PROTOTYPE SYSTEM ADMINISTRATION AND SUPPORTThe Project Team maintains a Prototype test environment in the Washington, D.C. offices with the core IT Infrastructure components and configurations, as well as the ERP solution with limited licenses.4.12 AD HOC IT INFRASTRUCTURE SUPPORTThe Contractor, at the direction of the COR may be required to support the development and implementation of the MCA IT Infrastructure.5. OTHER FACTORS FOR CONSIDERATION5.1 TRAVELProject Management and IT personnel will travel overseas to new MCAs to conduct initial MCA MIS assessments as needed. They will also travel to existing MCAs to support current processes.5.2 DATA CENTER HOSTINGThe Prototype solution will be hosted at a facility in the Washington, DC area. Costs will include expenses for rack space, environmental (power and cooling), and internet.5.3 ADDITIONAL ODCsAs required, certain additional ODCs may be requested. This may include:• Hardware or Software purchases or upgrades for the Data Center Hosting or for support of the program• Training• Ad hoc consultant service6. PERIOD OF PERFORMANCEThe anticipated period of performance for this effort should the Government decide to pursue procurement subsequent to this RFI is one base year and four option year periods.7. DELIVERABLESThere will be a number of required deliverables. Some examples are: Requirements Documentation Systems Design White Papers Technical Presentations Systems Design Documentation Bills of Material Equipment Inventory Change Management Log Technical Presentations Prioritized List of Core Solution Enhancements and Changes Baselined MCA MIS Requirements Development Schedule for Core Solution Enhancements Change Request LogsThe government is seeking input on a deliverable that would be recommended for this type of award.8. PERFORMANCE LOCATIONThe contractor shall host the system at the contractor's facility. Other services will be provided at 1099 14th Street, NW, Washington DC and globally as required.9. CONTRACT TYPEThe Government is seeking feedback regarding a suggested contract type and a suggested CLIN structure. This information can assist MCC in structuring the most efficient contract vehicle for both parties.• Contract Type: Please provide feedback regarding the appropriate contract type (e.g. Firm Fixed Price, Cost Plus Fixed Fee, Hybrid, etc.) given the scope of the work.• CLIN Structure: How would you structure the Contract Line Items (CLINs), taking into account variance in tasks required? From your experience working with contracts of this scope, please provide your experience on structuring CLINs. Explain which tasks are easy to price on a fixed basis vs. tasks that need to be priced on a cost reimbursable basis.10. Should include licensing and support to deliver all core requirements.5) Optional Rough Order Magnitude (ROM) Estimate - Estimate for transitioning of the current system from the incumbent to include any optional requirements the responder to the RFI.
