Success Estimator Software

The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ) intends to issue a sole source award utilizing Simplified Acquisition Procedures to RIB USA for renewal of pre-installed Success Estimator software licenses required by the Naval Construction Group Two (NCG2) Engineering Technicians at Gulfport, MS. The program is used to provide purchasable Bill of Materials for CONUS and OCONUS Naval Construction Force (NCF) projects. Also, the NCG2 Engineering Department is required to perform NCF project material estimations for all NORTHCOM, CENTCOM, and EUROCOM AORs. Accurate construction estimates and plans are critical for NCF to accomplish their mission. In order to do so, it is essential that NCG2 maintains a standardized estimating procedure and centralized data for estimating construction projects which can be transferred and communicated throughout the entire command. The period of performance is from 1 April 2022 through 31 March 2023 and a 12 month

option year for Technical Support beginning on 1 April 2023 through 31 March 2024. The applicable NAICS Code for this product is 511210 Software Publishers with a size standard of 41.5 million. This notice of intent is for information purposes only. All sources that believe they are eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability and technical representation to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within ten (10) calendar days after publication of this notice, to the effect that technical acceptable items are available and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole course acquisition award will be made.
