The Naval Air Systems Command intends to award a firm fixed price contract to DRS Leonardo (Canada) for Deployable Flight Incident Recording Set (DFIRS) retrofit installation kits under ECP 6273 to support PMA-265, the Program Office for F/A-18E/F and EA-18G Aircraft. The DFIRS system consists of three Weapons Replaceable Assemblies (WRAs). The anticipated contract will consist of a base year and four option years (FRP-1 through FRP-5) during fiscal years 2020-2024.This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” DRS Leonardo (Canada) is the Original Equipment Manufacturer of the F/A-18 DFIR, and as such possesses the requisite technical data, knowledge, and special skills regarding the design and operation (including aircraft data collection and homing beacon) to meet the Navy’s requirements.
