Description The Cascadia Subduction Zone (CSZ) has been identified as one of, if not the most catastrophic hazards identified by agencies and jurisdictions within the Puget Sound Region. Models for Western Washington have estimated that a CSZ Earthquake will impact approximately 9 million individuals. The latest risk analysis available is that within 96 hours of a CSZ earthquake, 359,600 people will require shelter and 1,681,016 will require food and water. Washington State’s target goal for the Logistics and Supply Chain Management Core Capability is providing 5,000,000 people with shelter, and 5,000,000 with food and water within 30 days. The 2020 Washington State Preparedness Report assessed statewide Logistics and Supply Chain capabilities as:•Washington State has capability to provide 875,000 people with food and water. •Washington State has capability to provide 179,116 people with shelter.This assessment identifies a significant gap in Washington State and the Puget Sound
Region. This project will close 2 gaps that have been identified. Those Include: Planning Cooperative planning with the private sector is needed to ensure that supply capacity, including but not limited to sourcing, processing, transportation, and targeting demand, can be reestablished quickly, and sufficient resources will be available where they are needed.Engagement Planning with the private sector for local communities has been a challenge in the past. Engagement is needed with local supply chain providers on the local level, who could assist after a catastrophic incident. Engaging with technical experts from the private sector to learn best practices in developing engagement strategies.The selected contractor will be working with our regional partners, local jurisdictions, and the private sector in order to assess and improve our Logistics and Supply Chain Management core capability. Pierce County Department of Emergency Management’s project; Understanding Food Processing Capabilities to Support Life-Sustaining Commodities includes the following components: •Identifying key local food production companies to include the agriculture sector. •Accurately describing current flow capacities of available food sources/options and assessing likelycapability gaps or resource shortfalls for feeding survivors •Identifying critical transportation corridors and locations. •Evaluating the need for agreements between the public and private sector. •Identifying existing barriers and restrictions that would limit the response or recovery of foodproduction companies following a disaster. •Developing an information-sharing portal for planning feedback by both the public and private sector. •Assessing distribution network vulnerabilities and interdependencies especially crucial to thecontinuity of local food production and processing. •Facilitating private-private planning and preparedness to ensure surviving supply capacity caneffectively feed survivors in the aftermath of a catastrophe. •Identifying the assistance that the private sector would need from the public sector to provide food tocommunities after a catastrophic earthquake. This project will be completed through planning, organization, training, and exercises.
