MVPC 2024 Trail Counter Installation Scope of Services www.mvpc.org M.V.P.C. 2024 Permanent Trail Counter Installation Contractor Scope of Services PROJECT OVERVIEW Merrimack Valley Planning Commission (MVPC) is soliciting bids for the oversight of installation of 15 HI-TRAC® CMU Permanent Trail Counters throughout our region. TASK LIST Task 1 Using MVPC’s preferred locations summary (see page 2), review proposed locations andprovide feedback to MVPC based on desktop review, as warranted. Following desktop review, field review all proposed fifteen locations to finalize the exact locationbased on any field constraints, construction issues, or anything that could impede the ability toget accurate bike and ped counts or to perform routine on-going maintenance. Provide MVPCwith revised final locations for agreement/sign-off. Task 2 Research/coordinate with local permitting offices on install requirements. Hold
pre-permitmeetings as necessary. Prepare preliminary engineering plans/diagrams for all fifteen locations based on local municipalpermitting requirements, or state requirements as relevant.Provide written responses to comments and update the design and construction specificationsas needed. Prepare final engineering plans and construction specifications for submission to thelocal and/or state reviewing agencies. Task 3 Assist in compiling information for the request for quote to send by MVPC to three contractors,to include itemized costs for the purposes of comparison. MVPC strongly prefers all install workto be completed and invoiced by September 15, 2024. This strong preference/requirementshould be indicated to contractors in the quote process in the event an expeditious installrequires payment of a premium. Task 4 Assist MVPC in responding to any questions that the contractor(s) may have regarding therequest for quote. Assist MPVC as needed in reviewing the contractor submissions and in theselection of the contractor. Task 5 Facilitate a pre-construction conference with MVPC and contractor to review the proposedconstruction and discuss schedule. Assist MVPC in resolving any issues that may impactconstruction schedule.Coordinate with the contractor and provide field inspection of the installation to ensure it meetsmanufacturer specifications at each of fifteen locations, particularly during the installation of thefoundation for the equipment enclosure and the piezo sensor installation. Task 6 Perform final inspections, calibrations, and approval of all fifteen installations. Perform dataaccuracy check for both pedestrian and bicycles. Prepare punch-list for each station, ifnecessary, for contractor to resolve. Perform final confirmation that contractor has adequatelyresolved all items included on the punch-list. Task 7 Demonstrate data collection processes for staff (in-field collection) and provide written guidanceabout future use of real-time data plan to transmit and receive data without hardwire orBluetooth fieldwork. EXPERIENCE It is highly preferred that the selected contractor have experience installing or overseeing the installation of piezoelectric technology, infrared technology, or both.
