The Defense Information Systems Agency (DISA) data center San Antonio has a need to purchase upgrades to the controls for heating, ventilation and air conditioning (HVAC) system to improve efficiency, electrical distribution and power distribution units (PDUs) to increase capacity of critical data center power, replace the existing computer room air handler (CRAH) units to improve efficiency, and install cold isle enclosure to allow installation of higher density racks.1) Offerors are requested to submit a written technical and price proposal in response to the RFP and Quality Assurance Surveillance Plan (QASP)(Attachment 2).  Technical submissions should be in Adobe PDF or Microsoft Word format.  The pricing response should be provided in Microsoft Excel.  *PLEASE NOTE THAT YOU MUST USE THE PRICING PROPOSAL SPREADSHEET (ATTACHMENT 3) to input your firm fixed price into CLIN 0001 in order for the surge CLIN 0002 to be calculated, creating the total proposed price. The contractor is
not entitled to the amount calculated in CLIN 0002 (reference PWS 6.8.1)2) Offerors should ensure price proposals include detailed information regarding the resources required to accomplish the task for CLIN 0001 (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, incidental equipment, contract access fees, etc.). Again, the price proposal spreadsheet shall be a separate document from the technical/management proposal. The offeror shall submit their price proposal utilizing the Government-provided contract line item numbering (CLIN) worksheet (Attachment 3). The spreadsheet shall include all formulas.3) Contractors should refer to the request for proposal (RFP) document, HC102819R0007; as well as Attachments 1-4 for all pertinent details of the RFP.4) Contractors interested in proposing this effort should request copies of the appendices from Mr. Brian Saum at brian.c.saum.civ@mail.mil.5) A site survey will be offered on Tuesday, December 4th.  See attachment 1 for details.6) Questions should be addressed to the contract specialist by Wednesday, December 5th at 2pm CST. The Government reserves the right not to answer any questions received after this date/time.7) Proposals are due to the contract specialist at Sharon.e.brace.civ@mail.mil by 2pm CST on December 28, 2018.  The Government will not accept proposals that are not submitted electronically (i.e., through e-mail)
