The 119th WG North Dakota Air National Guard (NDANG) may have an upcoming requirement for reliable expeditionary communications for at remote locations. We are looking for small form factors that have high bandwidth for 1-25 members and that can be expanded to support up to 600 personnel.This announcement is NOT a solicitation. At this time, this requirement has not yet been completely defined; however, a solicitation may be issued when a hard requirement has been defined for this potential requirement. Market Research is currently being conducted to determine potential sources who may be able to fulfill this requirement.The following are the general components of the Low Earth Orbit Constellation-based Internet Service requirement:Backhaul methods are needed; traditional MILSATCOM and BGAN-type networks don’t provide the bandwidth needed for an expanded footprint in isolated locationsHardware must be man-portable and able to be setup by end userSystem must be able to be powered by
small generator or solar cellsMust remain functional in case of cell network disruption or outageMust be at least 100mb down/20mb up with average latencies less than 200ms without data limits or restrictionsMust have service throughout CONUS with preference for OCONUS supportFinally, we desire custom-fit locking transit cases for communications hardwareThis Sources Sought notice is being issued in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. Its sole purpose is to provide information for planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the 119th WG.The purpose of this Sources Sought is to help the 119th WG understand industry best practices, technical solutions, and sources capable of meeting the general requirements. The 119th WG welcomes responses from all interested parties; however, no decision or award of contract will be made on the basis of responses from industry. The 119th WG will not pay for the preparation of, nor the subsequent use of, information submitted in response to this Sources Sought. Respondents will not be notified of the outcome of the 119th WG's review of the information received. Additionally, the 119th WG does not intend to hold discussions concerning this with any interested parties, but reserves the right to contact vendors if additional information is required for clarifications as it pertains to this Sources Sought notice.All interested vendors will provide this office, in writing, a notice stating their positive intention to submit a quote, if and when a formal solicitation is issued.
