Description
Scope of Services
The City is requesting proposals from qualified vendors for Printing and Delivery Services. The City is requesting proposals to provide: Blueprinting, copying services, color laser printing, digital color printing, large format copying, scanning (imaging) to CD, digital plotting, dry mounting and laminating, litigation copying and support, vital records storage, protection and retrieval, conversion image management, disaster recovery planning, binding services, pickup and delivery services, bonded pick-up and delivery services, packaging, mailing, and overnight shipping services.
Other Details
No substitutions will be considered unless written request for approval has been received by the City by Wednesday, October 20, 2021 by 4 P.M. Such requests shall include the name of the material or equipment for proposed substitution including drawings, performance and test data, and other information necessary for an evaluation. A statement setting forth changes in other materials, equipment or other portions of the work including changes in the work prompted by the substitution shall be included. The burden of proof of the merit of the proposed substitution is upon the proposer. The City’s decision of approval or disapproval of a proposed substitution shall be final.
Notes
The bidder is solely responsible for “on time” submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder’s sole risk and no relief will be given for late and/or improperly submitted bids. It is the bidder’s responsibility to become familiar with the contract documents in their entirety.
All forms in the bid booklet must be properly completed to be deemed responsive.
The City reserves the right to order more, less, or no items at the “per unit cost” stated in the bid proposal.
The City reserves the right to award its total requirements to one bidder, or to apportion those requirements among several Bidders as the City may deem to be in its best interests.

Quantities listed are annual estimates only and not indicative of a guaranteed level of usage. Any items not listed on this bid shall be purchased at equivalent category discount.
Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so.

Final determination as to equivlency is the sole prerogative of the City.
The City has established a local preference to vendors located within the City limits of Ontario a 1 3/4% advantage in the City's determination of low bid, and a 3/4% advantage of vendors outside the City but within the County of San Bernardino.
This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City’s best value determination. The RFP solicitation usually requires a Response File rather than line item pricing; therefore, a bid tabulation will not be available. Information regarding proposals is publicly available upon submission of a Public Records Request following award.
