If after a review of the submitted notice and documents, USM determines that the commodity in the proposed sole source request can be provided by another person or entity, then USM will withdraw the sole source request publication from the procurement portal website and submit the procurement of the commodity to an advertised competitive bid or selection process. If USM determines after review that there is only one (1) source for the required commodity, then USM will appeal to Information Technology Services. USM will have the burden of proving that the commodity is only provided by one (1) source. Anyone objecting to this purchase shall follow the procedures outlined below. 1. Description of the commodity that USM is seeking to procure: Preservica Multi Consortia Cloud Edition 2. Explanation of why the commodity is the only one that meets the needs of the agency: Preservica is an Open Archival Information System (OAIS) compliant with ISO 1472:2012 for the preservation and long-term management of digital assets including digitized content (such as our Special Collection materials) and born digital content (such as power points, digital camera images, email, and websites). The preservation of such resources is integral to maintaining our institutional history and records management requirements. Full digital preservation solutions – providing the required functionality for ingest, archival storage, data management, administration access, and preservation – are rare. Our previous content management system was ill-suited to the challenges of digital preservation. The system could not migrate data, support PREMIS metadata, render files beyond jpeg, mp3, mp4 and pdf (only pdf is an accepted preservation format), could not check file fixity at regular intervals or even on demand, could not hold websites or emails, could not customize the web interface for users, and did not conform to the ISO standard needed to be a trustworthy digital repository. As such, The University of Southern Mississippi Notice of Proposed Sole Source Purchase SSP 23_010 2 we had to implement a secondary server and software to check and verify integrity, as it was not capable of doing so. Before implementing Preservica, all of our preservation actions must be conducted manually which is time intensive and subject to human error. A robust digital preservation system automates a majority of our preservation needs and remove erroneous errors we are currently subject to. In order to preserve and maintain our current assets and support the university’s records management needs, we need a robust digital preservation system. A survey conducted din 2013, and currently by the Community Owned digital Preservation Tool Registry (COPTR), shows Preservica as the only system to meet every point of evaluation (http://digital powrr.niu.edu/tool-grid/). The only other systems that offer similar levels of service are Roda, an open access solution abandoned prior to 2013, and Ex Libris Rosetta which would require the continual process of a secondary discovery layer to make items discoverable to the public. Additionally, Rosetta cannot crawl and preserve websites, cannot harvest and preserve email, cannot ingest directly from our current system, cannot customize the web interface for users, and cannot preserve custom formats for GIS data or databases. 3. Explanation of why the source is the only source is the only person or entity that can provide the required commodity: Preservica Inc is the sole source developer and provider of the Preservica Cloud Edition (CE) service in use at the University of Southern Mississippi. Preservica CE is a cloud based active digital preservation system and is the only The University of Southern Mississippi Notice of Proposed Sole Source Purchase SSP 23_010 3 service of its type that provides both bit level preservation (i.e. fixity checking) and active preservation (format migration) in an integrated, workflow based application that supports the ISO 14721:2012 OAIS standard. Preservica is a copyrighted software application and only available from one source. 4. Explanation of why the amount to be expended for the commodity is reasonable: Compared to past contracts with the vendor, the University of Southern Mississippi is lowering its overall cost from $28,237.00 (when we were the sole system occupant) to $12,982.00 (sharing the system with other state institutions). This not only saves the University of Southern Mississippi, but also each participating institution. 5. Efforts that the agency went through to obtain the best possible price for the commodity: By moving to a collaborative model with other universities, we are able to share the cost of one system and obtain a discounted rate. This not only saves the University of Southern Mississippi money, but it saves each participating institution as well (which as currently all state-funded public institutions). We have endeavored to save money for each institution individually as well as the state of Mississippi overall by purchasing one system for the state instead of each institution needing to purchase their own. We negotiated with the vendor to obtain the best possible price that met the budget constraints of each institution.
