Drug and alcohol program compliance is one of many areas that the DEPARTMENT must monitor regularly to ensure all FTA regulations are being met, and this particular area of focus is important for ensuring the safety of transit operations employees and passengers. The
purpose of this project is for the provision of technical services related to compliance with the Federal Transit Administration’s (FTA) drug and alcohol regulations. The drug and alcohol program evaluations will ensure compliance for each of the DEPARTMENT’s subrecipients of FTA Section 5311 and 5339 funds.Project Scope:An evaluation of each FTA Section 5311 and 5339 subrecipient will determine the level of compliance with and management of the requirements of 49 CFR Part 40 and 49 CFR Part 655. These regulations require a compliant drug and alcohol testing program, prevention of alcohol misuse, and prohibited drug use in transit operations policy. The SERVICE PROVIDER shall utilize the materials and resources provided by the FTA, including, “Contractors Manual Fiscal Year 2020” (or most current), “Implementation Guidelines for Drug and Alcohol Regulations in Mass Transit” and “Best Practices Manual: FTA Drug and Alcohol Testing Program – Revised October, 2009,” and additional relevant materials and resources. The Tasks under this Scope of Services shall include, at a minimum, the following: project management, baseline review of drug and alcohol programs, on-site review of drug and alcohol programs, corrective actions/project closeout, technical assistance and training, and review of the DEPARTMENT’s program compliance (contingency task).
